Responsibilities
JOB PURPOSE:
The Head of Cost Control & Governance is responsible for leading and overseeing the cost management and governance framework across projects, ensuring robust financial control, compliance with corporate standards, and adherence to contractual obligations. The role provides strategic direction and oversight to ensure cost efficiency, transparency, and disciplined execution in alignment with approved budgets and organisational objectives.
PRINCIPAL ACCOUNTABILITIES:
1. Cost Control Strategy & Leadership
• Establish and drive cost control frameworks, policies, and procedures across all projects.
• Provide strategic direction on budgeting, forecasting, and cost management practices to ensure financial discipline.
2. Budgeting & Cost Management
• Oversee and govern project budgeting, cost tracking, and forecasting processes.
• Monitor cost performance against approved budgets and identify variances, recommending corrective actions where necessary.
3. Financial Governance & Compliance
• Champion and enforce compliance with corporate governance standards, financial controls, and internal policies.
• Ensure alignment with audit, regulatory, and contractual requirements, maintaining audit readiness at all times.
4. Cost Reporting & Performance Insights
• Lead and standardise cost reporting frameworks, including dashboards and performance metrics. • Provide reliable financial insights and analysis to support decision-making by senior management and Steering Committees.
5. Risk, Change & Commercial Management
• Oversee cost-related risk identification and mitigation, ensuring early detection of potential overruns.
• Provide oversight on financial implications of variations, claims, and change orders to minimise commercial exposure.
6. Stakeholder Engagement & Alignment.
• Engage and influence key stakeholders including Project Directors, PMTs, Finance, and external partners on cost-related matters.
• Ensure alignment between project execution, financial objectives, and governance requirements.
7. Systems, Controls & Continuous Improvement
• Drive optimisation of cost control systems, tools, and processes (e.g. SAP, cost management systems).
• Champion continuous improvement initiatives to enhance cost transparency, efficiency, and reporting accuracy.
8. Team Leadership & Capability Development
• Lead, develop, and mentor the Cost Control and Governance team to build strong functional capability.
• Ensure adequate resources and competency to support project and organisational needs.
JOB REQUIREMENTS:
• Minimum 10–15 years of experience in cost control, financial management, or project controls
• Experience in offshore / oil & gas / large-scale engineering projects (e.g. FPSO/FPU) preferred
• At least 5 years in a leadership or managerial role.
• Bachelor’s Degree in Finance, Accounting, Engineering, or related discipline.
• Professional certification (e.g. CPA, ACCA, CIMA, or AACE) is an advantage.
