Job Description

Responsibilities

KEY ACCOUNTABILITIES AND RESPONSIBILITIES

1. SMS Governance and Regulatory Compliance

  • Maintain and continuously improve the SMS in compliance with CAAS/CAAM/EASA Part 145 and ICAO Annex 19.
  • Ensure SMS documentation, including the SMS Manual, policies, and procedures, are current, effective, and regulatory-compliant.
  • Ensure integration of SMS with the Quality Management System (QMS) and organizational processes.
  • Provide independent safety oversight across Base and Line Maintenance activities.


2. Safety Risk Management (SRM)

  • Manage the hazard identification and reporting system, including confidential and voluntary reports.
  • Facilitate safety risk assessments using approved risk matrices and methodologies.
  • Lead safety risk assessments associated with:
  • Base maintenance checks and induction of new aircraft types
  • Introduction of new capabilities, facilities, tooling, or processes
  • Organizational and manpower changes under Management of Change (MOC)
  • Monitor and ensure effectiveness of implemented risk mitigation measures.


3. Safety Occurrence Reporting and Investigation

  • Lead or coordinate safety investigations in a just and non-punitive manner.
  • Perform root cause and contributing factor analysis.
  • Develop, track, and verify corrective and preventive actions.
  • Ensure regulatory reporting of safety occurrences in accordance with CAAS/CAAM/EASA requirements.


4. Safety Assurance and Performance Monitoring

  • Establish, monitor, and analyse Safety Performance Indicators (SPIs) and Safety Performance Targets (SPTs).
  • Conduct safety trend analysis using occurrence data, audit findings, and operational data.
  • Support and participate in internal audits, safety surveys, and safety assessments.
  • Verify closure and effectiveness of SMS-related corrective actions.


5. Safety Review and Management Reporting

  • Act as Secretariat or key member of the Safety Action Group (SAG) and Safety Review Board (SRB).
  • Prepare safety performance reports, dashboards, and presentations for senior management.
  • Escalate significant or unacceptable safety risks to the Head of Safety and Accountable Manager.


6. Safety Promotion and Training

  • Promote and reinforce positive safety and just culture across the organization.
  • Develop and deliver SMS, Human Factors, and safety awareness training.
  • Issue safety bulletins, alerts, and lessons learned to operational personnel.
  • Support safety induction programs for Base and Line Maintenance personnel.


7. Regulatory and External Interface

  • Act as the primary focal point for SMS matters during CAAS, CAAM, and EASA audits and inspections.
  • Coordinate and support responses to regulatory findings related to SMS.
  • Liaise with authorities, customers, and internal stakeholders on safety-related matters.


8. Continuous Improvement and Change Management

  • Support and oversee the Management of Change (MoC) process from an SMS perspective.
  • Identify opportunities for SMS enhancement and alignment with industry best practices.
  • Contribute to organizational safety strategy and long-term safety planning.


QUALIFICATIONS AND EXPERIENCE

  • Degree in Aviation, Engineering, Safety Management, or related discipline.
  • Formal SMS and Human Factors training recognised by CAAS/CAAM/EASA.
  • Minimum 5–8 years of experience in aviation safety, SMS, or Quality within a Part 145 organization.
  • Demonstrated experience supporting Base Maintenance operations is highly desirable.


COMPETENCIES AND SKILLS

  • In-depth knowledge of CAAS, CAAM, and EASA Part 145 SMS requirements.
  • Strong understanding of aircraft maintenance operations and human factors.
  • Excellent analytical, report-writing, and presentation skills.
  • High integrity, professional judgement, and ability to work independently.
  • Effective stakeholder engagement and communication skills.
