1. Pre-Contract Management
- Prepare preliminary cost estimates, feasibility studies, and development budgets.
- Develop detailed Bills of Quantities (BQ), cost plans, and tender documentation.
- Prepare tender invitations, tender evaluation reports, and recommendations for award.
- Source and pre-qualify contractors, consultants, and suppliers.
- Conduct tender clarifications, negotiations, and value engineering exercises.
- Review technical specifications, drawings, and scope of works.
- Advise management on procurement strategies and contract packaging.
- Assist in project budgeting and financial feasibility analysis.
2. Procurement & Contract Administration
- Prepare, review, and administer construction contracts, consultancy agreements, purchase orders, and work orders.
- Ensure contract documents comply with company policies and legal requirements.
- Coordinate contract execution with consultants, contractors, suppliers, and legal advisors.
- Maintain contract registers and monitor contractual obligations.
- Manage contract variations, extensions of time (EOT), and change orders.
- Ensure timely issuance of contractual notices and correspondence.
- Administer nominated subcontractor and supplier contracts.
3. Post-Contract Management
- Evaluate contractors' progress claims and consultants' fee claims.
- Verify work completed against contract requirements and site progress.
- Assess variation orders (VO), additional works, omissions, and final accounts.
- Monitor project expenditure against approved budgets.
- Review payment certificates prepared by consultants.
- Prepare cost reports and cash flow forecasts.
- Monitor retention sums, performance bonds, and warranties.
- Negotiate and finalize contractors' final accounts.
- Ensure timely settlement of contractual claims.
4. Cost Planning & Budget Control
- Monitor project budgets throughout the development lifecycle.
- Prepare monthly cost reports and variance analyses.
- Track committed costs, actual expenditure, and forecasted project costs.
- Identify potential cost overruns and recommend mitigation measures.
- Implement value engineering initiatives to optimize project costs.
- Support project profitability analysis and financial reporting.
- Maintain project cost databases and benchmarking information.
5. Project Coordination
- Work closely with Project Managers, Consultants, Architects, Engineers, Finance, and Sales teams.
- Attend design coordination, tender, technical, and site meetings.
- Provide commercial advice during project execution.
- Coordinate with consultants to ensure contract compliance.
- Assist in resolving commercial and contractual disputes.
6. Risk & Claims Management
- Identify contractual and commercial risks throughout the project.
- Review contractor claims, extension of time applications, and loss and expense claims.
- Prepare commercial evaluations and recommendations.
- Support dispute avoidance and dispute resolution processes.
- Maintain proper documentation for contractual claims.
7. Compliance & Governance
- Ensure compliance with company procurement policies and procedures.
- Ensure contracts comply with Malaysian construction laws, CIDB requirements, and relevant statutory regulations.
- Maintain accurate records for audit purposes.
- Support internal and external audit exercises.
- Promote good governance and ethical procurement practices.
8. Reporting & Documentation
- Prepare monthly commercial and cost reports for management.
- Maintain records of tender evaluations, contract awards, variations, claims, and final accounts.
- Prepare Board papers and management reports where required.
- Maintain proper filing and document control for all commercial records.
Pay: RM7,000.00 - RM9,000.00 per month
