Job Description

Responsibilities

Company Description VITAL CONSTRUCTION ENGINEERING SDN. BHD. (VCE) is a Malaysia-based CIDB Grade G7 contractor specializing in integrated Civil, Structural & Architectural (CSA), Mechanical, Electrical & Process (MEP), and process utility systems for industrial facilities. The company operates exclusively in industrial and controlled production environments, focusing on factory expansion, retrofit, system upgrades, and production integration where operational continuity is critical. VCE is a trusted factory construction company in Penang and across Malaysia, with deep knowledge of the local industrial landscape. The organization uses a unified project governance framework that centralizes design coordination, cost planning, and execution control to ensure accountability and disciplined delivery. With strong engineering foundations and a focused industrial strategy, VCE has developed into a cleanroom specialist managing complex, production-sensitive projects that enhance client capacity, reliability, and operational performance.
Role Description The Quantity Surveyor will support end-to-end cost management for industrial construction and cleanroom projects, ensuring accurate budgeting, monitoring, and reporting throughout the project lifecycle. This full-time, on-site role based in Bukit Mertajam involves preparing and reviewing Bills of Quantities (BOQ), assisting in tender preparation, evaluating quotations, and supporting contract administration. The role includes tracking project expenditures, validating progress claims, monitoring variations, and updating cost forecasts to maintain budgetary control. The Quantity Surveyor will collaborate closely with project managers, engineers, and site teams to align cost plans with technical designs and construction schedules, while helping to optimize value and manage financial risks. The position also requires maintaining organized documentation, supporting periodic cost reports, and contributing to continuous improvement of internal cost control processes.
Qualifications
  • Strong cost control and cost management skills, with the ability to monitor budgets, identify variances, and propose corrective actions.
  • Proficiency in preparing and reviewing BOQ, including quantity take-offs and detailed cost breakdowns for civil, structural, architectural, and MEP works.
  • Experience in cost planning and cost reporting, including forecasting, cash flow analysis, and periodic project financial reporting.
  • Knowledge of construction contracts, tendering processes, and basic contract administration for industrial projects.
  • Relevant academic background in Quantity Surveying, Construction Management, Civil Engineering, or a related discipline.
  • Familiarity with construction measurement standards and cost estimation software or spreadsheet-based tools.
  • Strong analytical, numerical, and problem-solving abilities, with attention to detail and accuracy in documentation.
  • Effective communication and collaboration skills to work with multidisciplinary project teams and stakeholders.
  • Ability to work on-site in Bukit Mertajam and adapt to industrial and production-sensitive environments.
