HR & Administration Manager


Location: Tuas, Singapore

Employment Type: Full-Time


We are Singapore-based group specialising in intermodal containers, modular space solutions, logistics and digital innovation. As we continue to grow, we are looking for an experienced HR & Administration Manager to lead our people function and strengthen the way we recruit, develop and support our employees. We are looking for someone who enjoys building systems, developing people, driving continuous improvement and partnering with Management to create a high-performing organisation.

Your Responsibilities


As our HR & Administration Manager, you will:


People & Talent

  • Lead the Human Resources and Administration function.
  • Manage the full employee lifecycle from recruitment to offboarding.
  • Develop recruitment strategies to attract and retain quality talent.
  • Review manpower planning with department managers.
  • Build succession planning and talent pipelines.


Performance & Career Development

  • Drive the Company's performance appraisal and KPI framework.
  • Develop staff progression and career development pathways.
  • Coach managers on performance management and employee development.
  • Recommend promotions, salary reviews and development plans.
  • Identify training needs and competency gaps across departments.


Workforce Training & Development

  • Develop annual training plans for office and operational employees.
  • Coordinate technical, safety and leadership training programmes.
  • Manage SkillsFuture, WSG, CCP and other government-supported training grants.
  • Track employee competencies, certifications and training records.
  • Promote continuous learning and skills development throughout the organisation.


Employee Engagement & Culture

  • Develop initiatives that improve employee morale, engagement and retention.
  • Organise staff events, recognition programmes and wellness initiatives.
  • Establish formal employee feedback channels and engagement surveys.
  • Conduct exit interviews and recommend retention improvements.
  • Foster a positive, collaborative and high-performance workplace culture.

HR Operations & Compliance

  • Review employment contracts and HR documentation.
  • Prepare employment-related letters including offers, confirmations, promotions and disciplinary letters.
  • Verify monthly payroll, overtime, claims, incentives and employee benefits.
  • Ensure compliance with the Employment Act, MOM regulations and Company policies.
  • Maintain HR records, policies and the Employee Handbook.


Administration & Corporate Support

  • Oversee office administration and administrative staff.
  • Manage company licences, insurance, vehicle administration and corporate documentation.
  • Ensure proper document management, filing structures and information governance.
  • Support corporate governance and business administration activities.

Process Improvement & Digitalization

  • Establish and continuously improve HR and Administration workflows, SOPs and best practices.
  • Drive digitalisation and automation initiatives to improve efficiency.
  • Improve document management, approval workflows and knowledge sharing.
  • Utilise AI tools and reporting platforms to explore automation and enhance productivity.

Management Reporting & Analytics

  • Prepare HR dashboards and management reports.
  • Analyse workforce trends, recruitment, turnover, absenteeism, overtime and payroll data.
  • Provide Management with meaningful insights and recommendations to support business decisions.


Worker & Employee Relations

  • Work closely with Operations to support both office staff and operational workforce.
  • Coordinate worker welfare, engagement and development initiatives.
  • Handle employee relations, workplace investigations and disciplinary matters professionally and fairly.
  • Support urgent operational or employee matters outside normal office hours when required.


Requisites

  • Bachelor's Degree in Human Resources, Business Administration or a related discipline.
  • Minimum 8 years of HR experience, including 3 years in a managerial role.
  • Strong knowledge of the Singapore Employment Act, MOM regulations and HR best practices.
  • Experience in recruitment, performance management, payroll verification and employee relations.
  • Strong analytical skills with the ability to interpret HR data and prepare management reports.
  • Proficient in Microsoft Excel, Google Workspace and HR Information Systems.
  • Experience with dashboard reporting tools (e.g. Looker Studio or Power BI) is an advantage.
  • Comfortable using AI and digital tools to improve productivity and streamline processes.
  • Excellent interpersonal, communication and stakeholder management skills.
  • Highly organised, proactive and capable of managing multiple priorities.
  • High level of integrity, professionalism and discretion when handling confidential information.
  • Able to work independently while collaborating effectively with Management and department leaders.
