Responsibilities
Education
Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or related field.
Professional Engineer (Ir.) is an advantage but not always compulsory.
Experience Typically
8–15 years in construction.
At least 5 years managing projects independently.
Experience with government projects (JKR, KPKT, Ministry of Education, PDRM, etc.).
Successfully completed projects from start to handover.
Technical Knowledge Must understand:
JKR Standard Specification
Government contract administration
Construction methodology
Project scheduling (Microsoft Project or Primavera P6)
Quality Control (QMS)
Safety requirements (OSH)
QLASSIC
CIDB requirements
CCC and handover procedures
Documentation & Administration
Should be familiar with:
Site progress reports
Progress claims
VO (Variation Order)
Extension of Time (EOT)
Site instructions
RFI (Request for Information)
NCR (Non-Conformance Report)
Material approvals
Shop drawings
As-built drawings
Leadership Able to manage:
Site Engineers
Site Supervisors
QS
Contract Department
Safety Officer
Subcontractors

Government Project Experience
For projects such as schools and police stations, it is highly preferred that the candidate has experience dealing with:
Public Works Department (JKR)
Ministry of Education projects
Royal Malaysia Police projects
Government inspections
Government consultants
Weekly/monthly progress meetings
LAD management
Compliance with government procedures
Software Skills
Microsoft Project
Primavera P6 (advantage)
AutoCAD
Microsoft Excel
Microsoft Word
PowerPoint
Basic BIM knowledge (advantage)
Certifications Preferred:
CIDB Green Card (mandatory for site personnel)
Safety training

Based on the type of projects you’ve mentioned (schools, police stations, and housing), I would recommend setting these minimum requirements:
Degree in Civil Engineering or Construction Management.
Minimum 10 years construction experience.
Minimum 5 years as Project Manager.
Completed at least 2–3 government building projects valued above RM50 million.
Experience managing projects from commencement to handover.
Familiar with JKR specifications, progress claims, VO, EOT, and government inspections.
Able to lead a team of engineers, QS, supervisors, and subcontractors.
Proficient in Microsoft Project, AutoCAD, and Microsoft Office.
Willing to travel and be based at project sites.
Job Type: Full-time
Pay: RM8,000.00 - RM13,000.00 per month
Work Location: Hybrid remote in Semenyih
