Responsibilities
1.
Business Analysis & Requirements Leadership (Primary – 80%)
Requirements
Elicitation & Management
- Lead requirement gathering sessions with business users, government
officers, and vendors.
- Translate business needs into clear functional and non-functional
requirements.
- Produce high-quality artifacts (BRD, FRD, user stories, process
flows, data mappings, interface specs).
- Ensure requirements traceability from business needs to
implementation and testing.
- Manage requirement changes within governance and change control
processes.
Stakeholder
Management
- Engage senior and demanding stakeholders confidently and
professionally.
- Facilitate requirement workshops and resolve conflicting
priorities.
- Act as the bridge between business users, technical teams, system
integrators, and project management.
- Ensure business alignment before development starts to reduce
rework and ambiguity.
Solution
& Delivery Alignment
- Work closely with architects, developers, and integration teams to
validate feasibility.
- Review design proposals to ensure alignment with approved
requirements.
- Support SIT/UAT planning, test case validation, and defect
triaging.
- Ensure operational readiness and cutover documentation are aligned
with business expectations.
Governance
& Documentation
- Ensure compliance with Singapore Government SDLC, audit, and
reporting standards.
- Maintain structured documentation repository and requirement
baselines.
- Support audit queries, project reporting, and governance
checkpoints.
2. Scrum
Master & Agile Facilitation (Secondary – 20%)
Agile
Execution
- Facilitate key Scrum ceremonies (Sprint Planning, Daily Stand-ups,
Reviews, Retrospectives).
- Ensure backlog readiness and clarity before sprint commitment.
- Promote estimation discipline and sprint predictability.
Impediment
& Delivery Support
- Identify delivery blockers and work with stakeholders to resolve
them.
- Monitor sprint progress and highlight risks early.
- Support integration milestones, SIT/UAT readiness, and release
planning.
Continuous
Improvement
- Identify inefficiencies in delivery and recommend practical
improvements.
- Promote accountability and structured Agile practices aligned with
governance requirements.
Mandatory
Experience & Skills
Core
Requirements (Strict)
- Singapore Citizen
- Minimum 5–8 years of overall IT delivery experience
- Minimum 3+ years of Business Analyst experience in large-scale IT
systems
- Minimum 2 years exposure to Agile / Scrum environments
- Strong understanding of both Agile and traditional SDLC (Waterfall
/ Hybrid)
- Proven experience handling complex system integrations and
multi-vendor environments
- Demonstrated ability to operate under tight timelines and delivery
pressure
- Strong analytical, documentation, and stakeholder engagement skills
Must-Have
Experience
- Experience in Singapore Government / Public Sector IT projects
- Experience in mission-critical or 24/7 systems
- Experience working with system integrators and multiple vendors
- Hands-on experience with Agile tools (Jira, Confluence, Azure
DevOps, or equivalent)
- Experience supporting SIT/UAT and production rollout activities
