Lead Process Safety
Role Overview
The Lead Process Safety is responsible for leading and overseeing the Design HSE function, including Fire & Gas Engineering and Process Safety studies. The role supports both proposal development and project execution by ensuring effective resource management, high-quality engineering outputs, and adherence to safety and industry standards.
Key Responsibilities
Department Management & Development
- Plan and allocate manpower based on project requirements and staff capabilities.
- Develop and maintain staff competency through structured career development and annual training plans.
- Update and improve ISO procedures to align with current best practices and drive continuous improvement.
Engineering Leadership
- Act as Lead Engineer for assigned proposals and projects, providing technical direction and loss prevention expertise across all project phases (design, procurement, construction, commissioning, and start-up).
- Manage proposal engineering by optimizing cost, man-hours, and technical competitiveness.
- Oversee project engineering execution, ensuring compliance with schedules, quality standards, and resource control.
Technical Oversight
- Review and validate technical deliverables produced by team members, particularly for fire protection systems, gas detection systems, and safety studies.
- Ensure efficient departmental performance during both proposal and project stages.
Fire Protection & Fire & Gas Engineering
- Lead the development of engineering documentation and analyses, including:
- Fire safety philosophies and system design bases
- Hydraulic calculations for firewater systems
- Equipment layouts and system configurations
- Fire and gas detection systems, cause-and-effect diagrams
- Safety equipment specifications and passive fire protection layouts
- Fire risk assessments and related safety studies
Design HSE / Process Safety Studies
- Review and approve safety-related documentation such as Design HSE plans and schedules.
- Coordinate and manage third-party consultants performing specialized studies, ensuring quality outputs and compliance with client expectations.
- Oversee a wide range of studies, including HAZID, HAZOP, QRA, HRA, IPF, Bowtie, gas dispersion, alarm rationalization, human factors engineering, and others.
Installation & Pre-Commissioning Support
- Review procedures for testing and pre-commissioning activities.
- Coordinate site activities among contractors, vendors, and project stakeholders.
- Support regulatory submissions and approvals (e.g., BOMBA), including documentation and site inspections.
Administrative Responsibilities
- Manage departmental operations such as recruitment, attendance, leave approvals, and performance evaluations.
- Plan and monitor staff training and development programs.
Requirements
- Degree in Chemical or Mechanical Engineering from a recognized university.
- Minimum 15 years of experience in fire protection, fire & gas systems, and process safety within the oil & gas or petrochemical industry.
- Strong knowledge of local and international codes and standards in fire safety and HSE design.
- Proven leadership, management, and team coordination skills.
- Proficiency in standard software tools (MS Office, MS Project); AutoCAD knowledge is advantageous.
- Excellent communication, interpersonal, presentation, and report-writing abilities.
- Registration with BEM or MBOT is required; professional certification (Ir. or Ts.) is an advantage.
