Responsibilities

JOB SUMMARY

The Permit & License Manager is responsible for leading and managing all permitting and licensing activities for the CCGP project in Malaysia, ensuring full compliance with national regulations, corporate governance standards, and project requirements. In addition, the role oversees all permit‑related data and documentation management to maintain accuracy, readiness, and transparency across internal stakeholders. This position plays a critical role in safeguarding regulatory compliance, mitigating risks, and supporting project success through strong coordination, monitoring, and stakeholder relationship management.


KEY RESPONSIBILITIES

1. Serve as the primary focal point for all permitting and licensing activities for the CCGP

project in Malaysia, ensuring full compliance through effective monitoring, professional

conduct, and strong stakeholder relationships.

  • Plan, manage, and monitor the end‑to‑end permitting and licensing processes to ensure operational efficiency, accuracy, and alignment with project strategy, corporate requirements, and Malaysian laws and regulations.
  • Supervise and implement permitting and licensing initiatives in line with business direction, regulatory obligations, risk management practices, and potential impacts on project performance.
  • Provide recommendations, technical advice, and timely decisions to management to ensure smooth, compliant, and efficient permitting and licensing progress.
  • Ensure all permitting and licensing activities adhere to regulatory conditions, corporate governance standards, internal policies, and applicable Malaysian legal frameworks.
  • Build and maintain strong networks and trusted relationships with Malaysian authorities, regulators, statutory bodies, and relevant external partners (e.g., EC, DOE, DOSH, Local Authorities, Energy Commission, etc.).
  • Provide guidance, supervision, and expertise on the interpretation and application of permit and license conditions, relevant Malaysian regulations, and standard procedures to internal stakeholders and subordinates.
  • Support and advise Business Solutions or other internal departments on permitting and licensing matters as required.


2. Data Management

  • Maintain data, necessary documents, and files to ensure accuracy and readiness.
  • Provide and distribute relevant data or documents to related internal parties as requested.
  • Provide Data Monitoring related to business permit and license functions.


QUALIFICATIONS

  • Bachelor's degree or higher in Engineering, Science, Law, Political Science or in related fields.
  • At least 5 - 10 years of experience in Energy Sector or related fields and 2 – 3 years of experience in leading team or project.
  • Knowledge of energy market and policy, project management and contract Management, government documents and regulations, business positioning, value proposition and supply chain and risk management and controlling.
  • Good command of English in reading / writing / speaking.
  • Strong interpersonal skills, a positive attitude, patience, and accountability.
  • Available for overseas assignments.
