Job Description

Responsibilities

Key Accountabilities


The role is responsible to execute sourcing of services and materials in compliance to Procurement plans, policies and procedures.


  1. Execute the assigned tenders and contracts valued below Tendering Threshold Limit (TTL) (currently below RM5) million and ensure standards of ethics and fairness in procurement activities are maintained.
  2. Administer procurement processes (Prepare and seek internal approving authorities / approvals for Screening / Pre-qualification, Tender Plans, Invitation to Bid documents, Technical / Commercial Evaluation models / reports, Award Recommendation reports, Abort of Tender; interface with User sections/depts.) to obtain inputs for such preparation.
  3. Conduct relevant meeting (Tender Briefings, Site Visits, Technical Clarification Meetings, Commercial Evaluation Exercises, Commercial Negotiation Exercises) to ensure internal stakeholders requests are delivered expeditiously.
  4. Conduct all necessary preliminary contract administration work (Issuance of Letter of Awards, preparation of draft Contract documents, internal Request for Authorizations, participate in negotiations and discussions / Contract kick-off with the contractor and internal contract administrators) for Contractor's further action.
  5. Execute post-contract award activities (Changes to Contracts, Contract Extensions and Contract Terminations) in accordance to applicable guidelines and solicit relevant endorsements and approvals.
  6. Supports the Section Head in the administration of Write Offs & Disposals of Materials & Assets processes (for surplus and scrap); support the Section Head in coordinating disposal request from Materials and Logistics Section for disposal through tender exercise and interface with PETRONAS Materials Management team and Procurement Governance in accordance with applicable guidelines.
  7. Supports the Unit lead in the administration of specific Services and Materials listed by PETRONAS Category Management team in compliance to PETRONAS policies and guideline.


Qualifications, Skills & Knowledge

  1. Degree in any engineering, management or business field.
  2. A recognized Professional Qualification in the field of Procurement, Materials Management, Logistics or Supply Chain Management would be a definite advantage.
  3. Minimum 5 years relevant experience in oil and gas industry, in any areas of Exploration, Drilling, Project Development, Production Operations. A sound knowledge of PETRONAS Procurement Standard, Computer literate proficient in Microsoft Office software – Words, Excel, Power Point and Project.
  4. Have basic understanding and knowledge in upstream oil & gas procurement
  5. Possess fair negotiation skills
  6. Good communication and interpersonal skills.
  7. Good command of English both orally and in writing, good analytical skills, ability to organize own work to meet strict deadlines, must be trustworthy and self-disciplined with high ethical standards. Must value teamwork and cooperation.
