Responsibilities

Position Description Summary

The EMS / Environmental Officer is responsible for developing, implementing, maintaining, and continually improving the Group’s Environmental Management System (EMS) in accordance with ISO 14001:2015 standards. This role ensures full compliance with the Environmental Quality Act (EQA) 1974 and all relevant statutory requirements. As a subject matter expert holding a CePSWAM certification, the incumbent will oversee scheduled waste lifecycles, spearhead internal environmental audits, maintain the legal register, and develop robust Standard Operating Procedures (SOPs) to mitigate environmental risks and drive a culture of sustainability.

Key Roles and Responsibilities

1. EMS Management and Compliance (ISO 14001:2015)

  • Establish, implement, and maintain the framework, documentation, and processes required for the ISO 14001:2015 Environmental Management System.
  • Conduct comprehensive regular reviews of the Environmental Aspects and Impacts Register to assess, evaluate, and prioritise operational risks.
  • Establish, track, and report on environmental Key Performance Indicators (KPIs), objectives, and targets for management review meetings.
  • Coordinate external certification and surveillance audits, acting as the primary liaison with external auditors and regulatory bodies (e.g., Department of Environment / DOE).

2. Internal Audits and Corrective Action and Preventive Action Management

  • Lead and manage the internal environmental audit program across all operational sites to evaluate EMS effectiveness and compliance.
  • Identify non-conformances, track the root cause analysis process, and ensure the timely implementation and closure of Corrective and Preventive Actions.
  • Review operational activities and provide technical advice on mitigating environmental vulnerabilities.

3. Legal Register and Regulatory Compliance

  • Develop, monitor, and update the Environmental Legal Register to ensure all operational processes conform to current federal, state, and local environmental regulations.
  • Interpret local environmental legislation (e.g., EQA 1974, Clean Air Regulations, Industrial Effluent Regulations) and translate complex requirements into actionable site policies.
  • Oversee the submission of mandatory environmental data through regulatory portals, where applicable.

4. Scheduled Waste Management (CePSWAM Duties)

  • Act as the designated Competent Person for scheduled waste management on-site (HQ).
  • Supervised the cradle-to-grave management of all scheduled wastes, ensuring compliant storage, compatibility matching, labelling, inventory logging, and disposal.
  • Direct the processing, declaration, and tracking of scheduled waste transfers via the eSWIS portal.
  • Manage relationship with licensed off-site recovery facilities and constituted collectors to guarantee legally compliant and cost-effective disposal.

5. SOP Development and Training

  • Develop, revise, and roll out corporate and site-specific Standard Operating Procedures (SOPs) governing environmental controls, chemical handling, and waste management.
  • Draft and update the Environmental Emergency Response Plan (ERP), coordinating routine spill drills and emergency simulation exercises.
  • Develop and deliver environmental awareness training, site inductions, and specialised toolbox talks for employees and sub-contractors.

Job Requirements and Qualifications

Education and Experience

1. Education: Bachelor’s Degree in Environmental Science, Environmental Engineering, Occupational Safety & Health, or a closely related discipline.

2. Experience: Minimum of 3–5 years of direct experience managing an EMS (ISO 14001) environment, ideally within engineering, energy, utilities, manufacturing sectors.

Certifications (Mandatory)

· ISO 14001 Lead Auditor / Internal Auditor qualification.

· CePSWAM Certification: Certified Environmental Professional in Scheduled Waste Management (issued by EiMAS / DOE Malaysia)

Technical Skills and Competencies

1. Management Systems: ISO 14001:2015 (EMS), Integrated Management Systems (IMS)

2. Auditing: Internal Auditing, Gap Analysis, Corrective & Preventive Actions (CAPA)

3. Compliance and Legal: Environmental Aspects & Impacts Register, Legal Register, Departmental of Environment (DOE) Regulations

4. Waste Management: Scheduled Waste Management (CePSWAM), Waste Minimisation

5. Documentation: SOP Drafting, Environmental Policy Development, KPI Tracking

Soft Skills

1. Strong communication and interpersonal skills to engage effectively with both site operations personnel and senior leadership.

2. High attention to detail with an audit-ready, compliance-first mindset.

Pay: RM5,000.00 - RM7,000.00 per month
