Job Description

Responsibilities

Job Purpose

The Facility Manager is responsible for planning, managing, and overseeing all facilities and engineering operations related to the hospital expansion project and existing hospital facilities. This includes ensuring that the hospital infrastructure, building systems, utilities, and support services are safe, efficient, compliant with regulatory requirements, and ready for operational use.

Key Responsibilities1. Hospital Expansion Project Management

  • Lead and coordinate all facility-related activities for the hospital expansion project.
  • Work closely with consultants, contractors, and project teams to ensure timely completion of the project.
  • Monitor project progress, timelines, budgets, and quality standards.
  • Participate in design reviews to ensure facilities meet healthcare operational requirements.
  • Coordinate testing, commissioning, and handover of new facilities and equipment.

2. Facilities and Engineering Operations

  • Oversee the maintenance and operation of hospital infrastructure and engineering systems, including:
  • Electrical systems
  • Mechanical systems
  • Air-conditioning and ventilation systems (HVAC)
  • Medical gas systems
  • Plumbing and water supply systems
  • Fire protection systems
  • Generators and backup power systems
  • Building Management Systems (BMS)

3. Preventive Maintenance Management

  • Develop and implement preventive and corrective maintenance programmes.
  • Ensure all critical equipment and systems are maintained according to regulatory and manufacturer requirements.
  • Monitor maintenance performance and service standards.

4. Regulatory Compliance

  • Ensure compliance with:
  • Private Healthcare Facilities and Services Act (PHFSA)
  • Occupational Safety and Health Act (OSHA)
  • Fire safety regulations
  • Local authority requirements
  • Environmental regulations and hospital accreditation standards.
  • Ensure all licenses, permits, and certifications are valid and renewed on time.

5. Vendor and Contractor Management

  • Manage service contracts and contractor performance.
  • Evaluate and select vendors for maintenance and project works.
  • Ensure contractors comply with hospital policies, safety requirements, and project specifications.

6. Budget and Cost Management

  • Prepare and manage departmental budgets and capital expenditure plans.
  • Monitor operational and project expenses.
  • Identify opportunities for cost savings and process improvements.

7. Risk Management and Emergency Preparedness

  • Develop contingency plans for critical utility failures.
  • Coordinate emergency response plans related to facility and engineering services.
  • Lead investigations into facility-related incidents and implement corrective actions.

8. Operational Readiness for Hospital Expansion

  • Develop and execute facility readiness plans for the opening of new wards and departments.
  • Coordinate furniture, fixtures, equipment installation, and commissioning activities.
  • Ensure all systems are fully operational before occupancy.

9. Team Leadership

  • Lead and supervise the Facilities and Engineering team.
  • Provide coaching, training, and performance management.
  • Promote a culture of safety, accountability, and continuous improvement.

Requirements

  • Bachelor's Degree in Engineering (Electrical, Mechanical, Civil, or Facilities Management) or related field.
  • Professional certification in Facilities Management or Engineering is an added advantage.
  • Minimum 5-8 years of experience in facilities management, preferably in a hospital or healthcare environment.
  • Experience managing hospital expansion, renovation, or commissioning projects is highly preferred.
  • Strong knowledge of hospital engineering systems and regulatory requirements.
