Job Description – Quantity Surveyor (Offshore EPC Project - Oil & Gas/Wind)
Location: Johor Bahru, Malaysia
Function: Subcontract Management
1. Position Purpose
To manage quantity surveying, cost control, and commercial administration for the EPC execution of offshore HVDC platforms, ensuring accurate cost monitoring, change management, billing, and contractual compliance during fabrication, load-out, and offshore execution phases.
2. Key Responsibilities
A. Quantity Take-Off & Cost Estimation
- Perform detailed quantity take-offs from engineering drawings (structural, piping, E&I).
- Validate BOQs for topsides and jackets fabrication.
- Track quantity growth vs IFC drawings and highlight deviations.
- Support cost estimation for variations, change orders, and site instructions.
B. Change Management / Variations
- Evaluate and quantify change orders (client and internal).
- Prepare detailed variation claims with proper backup (drawings, site records).
- Support contract administration in negotiation with client and partners.
- Maintain Variation Register with status tracking.
C. Billing & Payment Certification
- Prepare client invoices based on measured quantities and progress.
- Verify subcontractor/vendor bills at yard.
- Ensure alignment between physical progress, MDR, and billing milestones.
- Coordinate with finance for timely invoicing and cash flow tracking.
D. Subcontract Management
- Review subcontract BOQs and payment milestones.
- Certify RA bills for fabrication, painting, outfitting, and installation vendors.
- Evaluate additional claims raised by subcontractors.
- Support subcontract close-out.
E. Site Coordination & Measurement
- Conduct joint measurements with yard/subcontractors.
- Ensure proper measurement records (MTOs, inspection reports, site logs).
- Work closely with Construction, QA/QC, and Engineering teams.
- Validate installed quantities vs drawings and site execution.
F. Contractual Compliance
- Interpret EPC contract clauses related to measurement, payment, and variations.
- Ensure compliance with project commercial procedures.
- Support in claims preparation (EOT, disruption, productivity losses if required).
- Maintain auditable documentation for all commercial transactions.
G. Qualification & Experience
- Bachelor’s Degree in Civil / Mechanical / Quantity Surveying / Construction Management
- Experience:
- 5–10 years in EPC projects (preferably offshore, oil & gas, or wind)
- Experience in fabrication yard (topsides/jackets) highly preferred
- Familiarity with international contracts (FIDIC / EPC Lump Sum)
F. Key Skills
- Strong understanding of:
- Fabrication quantities (steel tonnage, welding, piping, E&I)
- BOQ preparation and validation
- Cost control and forecasting
- Proficiency in:
- MS Excel (advanced), cost tracking tools
- ERP systems (SAP preferred)
- Contractual & commercial acumen
- Strong analytical and negotiation skills
- Good communication in multi-stakeholder environment
