Responsibilities
What You Will Own
Singapore — Work Pass & EP Administration
Own end-to-end Employment Pass (EP) and work pass applications, renewals, and cancellations for Singapore-based employees and incoming hires
Maintain full compliance with MOM requirements, including Fair Consideration Framework (FCF) obligations — job advertising on MyCareersFuture, documentation, and record-keeping
Liaise with MOM, external immigration counsel, and candidates on eligibility, documentation timelines, and salary benchmark requirements
Advise hiring managers on EP eligibility criteria, prevailing wage benchmarks by SSOC code, and quota implications
Manage EP-related processes for international hires relocating to Singapore
Hong Kong — Employer of Record (EOR) Management
Serve as WhiteFiber's primary point of contact for the EOR vendor in Hong Kong
Oversee employee onboarding and offboarding through the EOR, including payroll coordination, statutory benefits (MPF, annual leave, sick leave entitlements under the Employment Ordinance), and contract compliance
Monitor EOR vendor performance, escalate issues, and manage renewals or transitions as the business scales
Support any future transition from EOR model to direct employment in Hong Kong if the business reaches that threshold
China — Contractor Management
Manage relationships with mainland China-based contractors: contracts, invoicing, payment coordination, and regulatory compliance
Work with Finance and Legal to ensure contractor engagements are correctly structured — service contracts, not disguised employment — to avoid misclassification risk and permanent establishment (PE) exposure
Handle onboarding and offboarding documentation for contractors, including IIT (Individual Income Tax) withholding obligations where applicable
Flag regulatory changes in PRC labor and contractor law that may affect WhiteFiber's structure or obligations
What You Need
Non-Negotiable Requirements
Singapore PR or Citizen status — required to act as the authorized signatory and responsible officer for MOM work pass applications on behalf of the company
Minimum 4 years of HR operations or people ops experience, with direct hands-on experience in at least two of the three jurisdictions: Singapore, Hong Kong, China
Demonstrated track record of managing EP and work pass processes independently — not as a support function within a large HR team
Working knowledge of Hong Kong Employment Ordinance basics and EOR vendor management
Familiarity with PRC contractor compliance: IIT withholding, service contract structure, misclassification risk, and PE considerations
Business-level English and Mandarin — both required for this role, not optional
Strong Preference
Prior experience in a startup or scale-up environment where you built HR processes from scratch, not inherited a mature system
Comfortable operating as a one-person function — there is no HR team below or beside you initially
Experience with multi-entity payroll coordination or cross-border employment structures
Exposure to equity compensation administration across jurisdictions (options, RSUs) is a meaningful plus
