We are seeking an experienced and proactive Human Resources Manager to oversee the full spectrum of HR functions. This role is responsible for ensuring efficient HR operations, strong compliance with Malaysian statutory requirements, accurate payroll management, employee relations, recruitment coordination, HR reporting, and continuous process improvement.
The successful candidate will act as a key HR partner to both employees and management, ensuring smooth HR operations while supporting business growth and organizational effectiveness.
Key Responsibilities
HR Operations & Compliance
- Ensure compliance with Malaysian Employment Act and statutory requirements (LHDN, EPF, SOCSO, EIS, ZAKAT, and others).
- Act as the main liaison with government agencies and handle audits, inspections, and HR-related queries.
- Manage employee statutory lifecycle updates, including new joiner registrations and resignee notifications with relevant government bodies
- Manage statutory submissions including EA Forms, Borang E, and other required regulatory documentation.
- Maintain and continuously improve HR policies, SOPs, and internal HR processes.
- Issue internal HR communications such as policy updates and regulatory announcements.
- Monitor HR operations and identify opportunities for process improvement and efficiency enhancement.
Payroll & Employee Benefits Administration
- Oversee monthly payroll processing to ensure accuracy, timeliness, and full compliance.
- Manage statutory deductions, contributions, and payroll-related reporting.
- Administer employee benefits including medical, insurance, claims, allowances, and related updates.
- Process employee claims and reimbursements in accordance with company policies and approvals.
HR Information System & Reporting
- Maintain accurate employee data in HR systems, including new hires, resignations, and employee movements.
- Prepare monthly and ad-hoc HR reports for management review.
- Manage employee documentation such as confirmations, promotions, transfers, and re-designations.
Recruitment & Onboarding Support
- Support recruitment activities including job postings, sourcing, screening, and interviews.
- Coordinate onboarding processes to ensure smooth integration of new employees.
Employee Lifecycle Management
- Manage attendance, leave administration, and employee records.
- Oversee full employee lifecycle processes including confirmation, resignation, and offboarding.
- Coordinate offboarding processes with relevant government agencies (including LHDN) and internal departments such as Finance, IT, Administration, and HODs to ensure a smooth and compliant exit process.
Employee Relations & Performance Management
- Handle employee relations matters including grievances, disciplinary actions, and conflict resolution.
- Support performance management processes, appraisals, and employee conduct monitoring.
- Work closely with management and department heads to maintain a positive working environment.
- Participate in employee engagement and employee relations initiatives.
Training, Development & HR Improvement
- Support training and development initiatives to enhance employee capabilities.
- Continuously review and improve HR SOPs, systems, and processes to increase efficiency and effectiveness.
Internal HR Audit & Compliance
- Conduct internal HR audits to ensure compliance with company policies, SOPs, and legal requirements.
- Develop audit checklists and monitoring frameworks for HR functions.
- Identify risks, gaps, and areas for improvement, and recommend corrective actions.
- Support internal and external audit requirements with proper documentation.
Requirements
- Minimum Diploma in Human Resource Management, Business Administration, or related field.
- Minimum 5 years of experience in a senior or managerial HR role, handling full spectrum of HR functions.
- Strong knowledge of Malaysian Employment Act and statutory requirements.
- Hands-on experience in payroll, employee relations, and HR operations.
- Strong interpersonal, communication, problem-solving, and stakeholder management skills.
- Ability to work in a fast-paced environment and manage multiple priorities effectively.
- Willing to work beyond standard working hours when required, depending on operational or business needs.
Job Type: Full-time
Pay: RM7,000.00 - RM10,000.00 per month
