Role Description
Safety Governance and Strategy
- Develop and implement Group-wide Occupational Safety and Health (OSH) strategies, policies, standards and frameworks.
- Establish safety governance mechanisms and ensure consistent implementation across all subsidiaries and business units.
- Drive a proactive safety culture and promote continuous improvement initiatives.
- Monitor emerging OSH trends, legislation and industry best practices to enhance organizational safety performance.
Regulatory Compliance
- Ensure compliance with the Occupational Safety and Health Act (OSHA), Environmental Quality Act and other relevant regulations and standards.
- Liaise with regulatory authorities including DOSH, NIOSH, BOMBA and other government agencies.
- Oversee statutory reporting, audits, inspections and certification requirements.
- Ensure timely closure of safety-related findings and corrective actions.
Risk Management
- Lead the identification, assessment and mitigation of workplace hazards and safety risks.
- Establish Group-wide risk assessment methodologies and control measures.
- Monitor safety performance indicators and recommend interventions to minimize incidents and occupational hazards.
- Ensure emergency preparedness and business continuity plans are regularly reviewed and tested.
Incident Management
- Oversee investigation of accidents, incidents and near misses to determine root causes and preventive measures.
- Ensure corrective and preventive actions are effectively implemented and monitored.
- Analyze safety trends and provide regular reporting to Management and relevant committees.
Safety Programs and Culture
- Develop and implement safety awareness campaigns, engagement initiatives and behavioural safety programs.
- Promote employee participation and accountability in maintaining a safe work environment.
- Drive the implementation of wellness and health initiatives to enhance employee well-being.
Audit and Assurance
- Conduct periodic safety audits and reviews across business entities.
- Monitor compliance with internal policies, standards and regulatory requirements.
- Coordinate external audits and certification processes, including ISO 45001 and related standards.
- Provide recommendations for continuous improvement and operational excellence.
Capability Building
- Develop Group-wide safety competency frameworks and training programs.
- Ensure employees, contractors and relevant stakeholders receive appropriate safety education and awareness.
- Build safety capabilities and promote knowledge sharing across the Group.
Reporting and Stakeholder Management
- Prepare safety performance dashboards and reports for Management, Board Committees and regulators.
- Serve as the Group’s subject matter expert on safety and health matters.
- Collaborate with business leaders, Human Capital, Operations and external stakeholders to drive safety excellence.
Qualifications
- Strong knowledge and practical experience in Occupational Health and Industrial Safety, particularly in construction, real estate development, or infrastructure environments.
- Proficiency in Environment Health and Safety (EHS) frameworks, including implementation of EHS management systems, compliance monitoring, and continuous improvement initiatives.
- Demonstrated ability to conduct Safety Training, including developing training materials, delivering sessions, and evaluating training effectiveness for diverse site personnel.
- Hands-on experience in Accident Investigation, incident reporting, root-cause analysis, and implementation of corrective and preventive actions.
- Familiarity with local and international safety regulations, standards, and best practices relevant to real estate and infrastructure projects.
- Excellent communication, documentation, and stakeholder management skills, with the ability to influence and coach teams at all levels.
- Strong analytical, problem-solving, and decision-making abilities, with attention to detail and a proactive approach to risk management.
- Relevant professional certifications or training in safety/EHS (e.g., NEBOSH, IOSH, OSHA, or equivalent) are highly desirable.
- Diploma or degree in Occupational Safety & Health, Environmental Science, Engineering, or a related field, or equivalent practical experience.
- Ability to work on-site in Greater Kuala Lumpur and adapt to dynamic project environments and schedules.
