JOB SUMMARY:

Hasilwan (M) Sdn Bhd is seeking an experienced QHSE Manager to oversee and manage the company's Quality, Health, Safety, and Environment (QHSE) Management Systems. The successful candidate will ensure compliance with ISO standards, regulatory requirements, and company policies while driving continuous improvement initiatives across the organization.

ROLE & RESPONSIBLE:

• Conduct periodic audits, reviews, and assessments of risks controls, systems, and processes to identify weaknesses, gaps, or areas for improvement and recommend corrective actions. 
• Review risk annually and open request, prior project start. 
• Development and implementation of the Quality standards, managements systems and policy & procedures. 
• Maintain the Quality Management System to ensure the continuous improvement business model is achieved, including the development of supporting Standards and Procedures and maintenance of all related documentation. 
• Ensuring compliance and updating all related documentation. 
• Report on top management on the performance of the Quality management system and areas for improvement monthly. 
• Reviewing near misses, incidents, investigation, reporting (utilizing applicable SHARE program etc.), communication of lessons learned and supporting the follow-up. 
• Promote and create awareness for compliance of external and internal parties about the Quality requirements, regulatory and industry requirements, and internal company guidelines throughout the organization. 
• Manage Quality Assurance especial its objectives, targets, aspects and programs locally, participate in global quality projects as required. 
• Ensure the effectiveness of the Quality Management System. 
• Annually review the Quality Management System through a standardized corporate internal audit process. 
• Maintain good relations and work with external auditors in term of audit process. 
• Schedule and manage all audits, coordinate with all Departments and subsidiaries as required such as ISO 9001, ISO 14001 and ISO 45001. 
• Analyses and interpret audit results and introduce and control resulting actions required. 
• Develop and conduct Quality related orientations and trainings to all level employees. 
• Work with third parties in the quality related training courses. 
• Strive to instill and continually improve Quality assurance mindset within the company culture. 
• Conduct incidents investigation which related to Health and Safety incidents. 
• Maintain and ensure effectiveness of the QHSE Management System to ensure the continuous improvement of the business model is achieved, including the development of supporting Standards and Procedures. 
• Sourcing for qualified suppliers and contractors evaluate Company QHSE performance. 
• Develop, manage and maintain QHSE related items at all levels (emergency evacuation to corporate initiatives). 
• Report on top management on the performance of the QHSE management system and any need for improvement. 
• Identify, keep update and communicate with key regulatory and requirements such as OSHA Amendments Act and etc. 
• Perform internal audits, represent the company in external audits, maintain inspection and audit records. 
• Conduct regular site inspections including office, shop and field. 
• Maintain and development QSHE KPIs. 
• Maintain relationships with relevant external partnerships related to workplace health, safety and environment. 
• Prepare dashboard for monthly report. 
• Motivate and dealing employees issues in QSHE Department with the assistance and guidance from HR & Admin Manager. 
• Carries out other special projects and ad hoc tasks assigned by supervisors and management.

ISO Integrated Management System (IMS) Compliance

The QHSE Manager leads Hasilwan’s Integrated Management System across Quality, Environment, and OH&S—setting policies, objectives, and controls; assuring compliance and certification; standardizing procedures; driving audits, KPIs, and CAPA; and embedding safe, environmentally responsible, and quality-focused operations in line with ISO 9001, ISO 14001, and ISO 45001.

Quality (ISO 9001)

• First-time pass rate (ITP/inspection completion %)
• NCR rate and CAPA closure lead time
• Internal audit closure on-time rate
• ERP data accuracy and completeness (%)

Environment (ISO 14001)

• Waste segregation and disposal compliance rate
• Spill incident rate and response effectiveness
• Environmental performance improvement metrics (recycling/reduction rates)

Occupational Health & Safety (ISO 45001)

• Permit-to-work compliance rate
• Lockout Tagout (LOTO) verification compliance
• Risk Assessment (RA) and JSA completion rate
• Near-miss reporting rate and incident CAPA effectiveness

Governance & Compliance

• Internal audit program completion rate
• External audit findings trend (major/minor)
• Management review action closure rate
• QHSE training completion and effectiveness rate

JOB REQUIREMENTS & QUALIFICATIONS

• Minimum 5–7 years of relevant QHSE management experience.
• Relevant Diploma, Degree, or professional certification.
• Knowledge of ISO 9001, ISO 14001, and ISO 45001 standards.
• Strong leadership, communication, and problem-solving skills.
• Proficient in Microsoft Office applications.
• Willing to travel to project sites when required.
