JOB PURPOSE:
Provides overall technical and managerial leadership for the commissioning of Electrical, Instrumentation, Control & Telecommunication (EICT) Systems, ensuring effective planning, resource allocation, stakeholder alignment, risk management, and execution oversight. Accountable for achieving safe, efficient, and compliant system commissioning, integration, testing, and handover in accordance with project schedules, quality standards, and client requirements.
JOB RESPONSIBILITIES:
- Lead the development, review, and implementation of commissioning strategies, plans, procedures, schedules, and system handover requirements for Electrical, Instrumentation, Control & Telecommunication (EICT) systems.
- Provide overall leadership and direction for commissioning teams, ensuring activities are executed safely, efficiently, and in accordance with project objectives, quality standards, and regulatory requirements.
- Oversee system completion activities, including Mechanical Completion (MC), punch list management, and readiness assessments to ensure smooth progression into commissioning and startup phases.
- Manage and coordinate commissioning activities for Process Control Systems, Emergency Shutdown Systems (ESD), Fire & Gas Systems (F&G), Electrical Systems, and Telecommunication Systems.
- Lead system integration, pre-commissioning, commissioning, startup, and performance testing activities, ensuring successful verification of system functionality and operational readiness.
- Direct and oversee Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integrated System Tests (IST), and vendor support activities to ensure compliance with project specifications and operational requirements.
- Provide technical leadership and decision-making support to resolve complex commissioning, interface, and startup issues, minimizing impact on project schedule and operational readiness.
- Ensure compliance with applicable HSE regulations, company standards, permit-to-work requirements, and safe commissioning practices across all project activities.
- Coordinate and interface with Engineering, Construction, Operations, Project Management, Vendors, Clients, Classification Societies, and Regulatory Authorities to facilitate seamless project execution.
- Monitor commissioning progress, resource utilization, risks, and key performance indicators, implementing corrective actions where necessary to achieve project milestones.
- Review and approve commissioning dossiers, test records, as-built documentation, system turnover packages, and final handover documentation to Operations.
- Lead operational readiness and handover activities, ensuring systems are commissioned, tested, documented, and accepted in accordance with contractual and operational requirements.
- Develop, mentor, and supervise commissioning engineers, specialists, and technicians, fostering technical competency, knowledge sharing, and continuous improvement within the commissioning team.
JOB REQUIREMENTS:
- Relevant recognized qualifications – Minimum Bachelor’s Degree Electrical, Electronics, or Instrumentation Engineering or related discipline.
- Minimum 10 - 13 years' relevant experience in the execution, commissioning, startup, and handover of major Offshore Oil & Gas EPC/EPCI projects.
- Minimum 5 Years of FPSO/FSO Experience.
- Minimum 3 Number of FPSO/FSO Projects (through relevant phases).
- Proven experience leading multidisciplinary commissioning teams through pre-commissioning, commissioning, startup, performance testing, and handover phases.
- Demonstrated experience interfacing with Engineering, Construction, Operations, Clients, Vendors, Classification Societies, and Regulatory Authorities.
- Experience in managing commissioning planning, system completion, punch list management, operational readiness, and system handover processes.
