KEY DUTIES & RESPONSIBILITIES

• Assume the role of a testing and commissioning manager, strategize commissioning plan, co-develop commissioning test plan, and execution of the commissioning plan.
• Responsible for overall pre-commissioning and commissioning activities, develop commissioning schedule, enforce commissioning procedures, monitor commissioning progress and ensure meeting the commissioning requirements of the project.
• Provide leadership and direction to the commissioning team, project team and set the safety standards and example for the entire team.
• Develop execution strategies with Commissioning Engineers, Project implementation team, planner, operation team and other stakeholders.
• Responsible for project commissioning, timeliness of the commissioning and achieve company's quality and expectation.
• Lead and manage the execution of pre-commissioning, commissioning, quality check, start-up of systems, performance testing in line and consistent with the project execution strategy and plan.
• Initiate, organize, plan and manage the commissioning activities for the project to ensure safe, effective and efficient implementation of commissioning works in terms of cost, time and resources as well as in accordance with good engineering practice and procedures.
• Ensure all the necessary commissioning budgets are raised and in-place.
• Provide Commissioning inputs to the preparation of respective equipment test plans.
• Review design packages to ensure that existing commissioning procedures/manual and criteria are applicable, develop project specific procedures/manual if needed.
• Identify or prioritise the energisation of critical systems to ensure project critical path and schedule risk is minimised.
• Coordinate on site day-to-day commissioning activities and outstanding issues with project implementation team, operation team and own Commissioning team and ensure safety procedures and standards are followed.
• Ensure that the project design intentions and specifications are made available and are compared/reviewed/checked against design philosophy standard practice.
• Ensure that the individual equipment delivered conforms to the procurement and design requirements and has passed all the necessary statutory tests specified with all certificates are made available.
• Plan, delegate and assign team members for all testing and commissioning activities on site.
• Review/Compile equipment Operating Manuals and incorporates requirements into Overall Facilities Operating Procedure Manual.
• Advise Project Lead and other stakeholders on proper sequencing and planning of commissioning activities.
• Lead and manage the execution of all commissioning and start-up activities as well as performance testing of systems and equipment packages.
• To lead an integrated team of testing and commissioning personnel (inhouse & subcontractors) to provide commissioning, start-up, performance testing, integrated system test, and operation training to the operation team up to handover.
• Ensure as-built drawings are updated correctly and the relevant parties have copies of reports / vendors data / procedures / as-built information upon project completion.
• Participate in safety, coordination, testing and commissioning, project meeting/workshop to ensure good regular communication is maintained between difference stakeholders.
• Ensure adhere to testing and commissioning budget.
• Review and highlight design issue and provide recommendation to technical Engineers and design consultant.
• Chair commissioning meetings and report update to external stakeholders.
