ITQ Requirements –
Network Infrastructure Engineer
1.Objective
The objective of this ITQ is to source a qualified vendor to provide Network Infrastructure Engineering
services, covering implementation, operations, optimization, and support across enterprise, datacentre,
cloud, and site environments.
2.Scope of Services
2.1Network Implementation & Operations
- Implement, configure, and maintain network infrastructure (LAN, WAN, WiFi, cloud, cabling).
- Support design validation and ensure solutions are implementable and operationally sustainable.
- Configure and support switches, routers, firewalls, and wireless access points.
- Conduct technical and WiFi site surveys.
- Monitor network performance and ensure availability.
- Support maintenance activities (including after-hours when required).
- Support remote-site troubleshooting, fault isolation, service provisioning
- Coordinate network cabling works with vendors and internal stakeholders
2.2Network Monitoring, Optimization & Resilience
- Operate monitoring tools such as PRTG and SolarWinds.
- Analyse performance metrics and utilization trends.
- Provide continuous improvement recommendations.
- Implement backup and disaster recovery capabilities.
- Maintain network diagrams and cabling documentation.
2.3Cloud Networking & Connectivity
- Implement and support cloud networking (AWS or equivalent).
- Ensure secure connectivity between on-prem, cloud, and external services.
- Provide optimization recommendations for performance, scalability, and costefficiency.
2.4Security, Risk & Compliance
- Implement network security controls such as firewalls, VPNs, NAC, and WiFisecurity.
- Ensure compliance with internal standards and best practices.
- Support audit activities and remediation.
- Conduct vulnerability assessments, remediation, and security hardening toenhance security
ofenterprise network and infrastructure environments.
2.5Documentation & Change Management
- Maintain as-built diagrams, configuration guides, and runbooks.
- Ensure all changes follow approved change management processes.
- Maintain network documentation and IT asset inventory.
2.6Project & Stakeholder Collaboration
- Collaborate with project teams and stakeholders.
- Participate in design discussions and implementation planning.
- Provide technical guidance and issue resolution.
- Support network infrastructure deployment across sites in Singapore.
2.7Vendor Management
- Coordinate with vendors during implementation and troubleshooting.
- Support vendor performance monitoring and evaluation.
2.8Datacenter Management
- Manage Data Centre operations.
- Physical security and access control.
- Cabling infrastructure, and first-level troubleshooting.
- Providing 24x7 standby support for maintenance and project activities.
3.Technical Requirements
- Routing and switching (BGP, OSPF).
- Firewall and VPN technologies (Cisco, Fortinet, Palo Alto).
- QoS, IP networking, Ethernet.
- AWS networking and hybrid connectivity.
- Monitoring tools such as PRTG and SolarWinds.
4.Resource Requirements
- Minimum 4–5 years of relevant experience.
- Experience in enterprise and hybrid network environments.
- Certifications (preferred): CCNA/CCNP, NSE4, AWS Solutions Architect Associate.
5.Service Continuity & Backfill Requirement
- Vendor shall always ensure service continuity.
- Vendor must provide qualified backfill when the designated engineer isunavailable (including medical
leave,annual leave, urgent leave, or any other absence).
- Vendor is responsible for ensuring the backfill resource is adequately trainedand capable of performing
thefull scope of duties without degradation in service quality.
- Vendor should implement internal knowledge transfer and cross-training betweenthe primary engineer
andbackfill resource(s) to ensure seamless coverage.
- Failure to provide adequate backfill support resulting in service disruptionmay be subject to service
creditsor penalties, as defined in the contract.
- No additional cost shall be incurred for such backfill arrangements unlessotherwise explicitly agreed.
6.Service Level Expectations
- Incident response SLAs (P1/P2/P3).
- Network availability targets (e.g., 99.9%).
- MTTR and change success rate targets.
7.Deliverables
- Incident reports and improvement recommendations.
8.Compliance & Governance
- Compliance with internal Certis standards
- Proper access control and segregation of duties.
