We are currently seeking a high calibre professional to join our team as a Tech Programme Manager.


In this role you will:

  • Implement and continuously enhance the technology risk and control framework for the payment’s technology estate
  • Map and assure controls for key scenarios (duplicate payments, sanctions screening failures, message errors, cut-off breaches, liquidity impacts, unauthorized releases, credential compromise)
  • Lead APAC payments technology risk governance (committees/working groups) and represent APAC into global payments risk/governance forums
  • Manage audit/regulatory/self-identified issues; drive payments-focused root cause analysis and sustainable remediation
  • Lead the payments technology for operational service resilience programme across APAC
  • Identify important payments business services and payment rails and map detailed technology dependencies (internal platforms and infrastructures). Cover key dependencies including SWIFT connectivity and regional RTGS/ACH/real-time rails (e.g., CHATS, RTGS, FAST, NPP, PromptPay, FPS, UPI ecosystem), plus nostro/liquidity platforms and client channels (H2H, APIs, portals)
  • Review/validate impact tolerances, RTOs, and RPOs for critical services, reflecting settlement-window sensitivity and market impact tolerance level
  • Embed resilience as a mandatory gate in payments change management, including ISO 20022 migration, cloud adoption, platform modernization, and new rails/corridors
  • Participate in payments incident management governance: playbooks, rapid stakeholder communications, thorough PIRs, structural fixes, and incident trend analysis
  • Identify, assess, monitor, and manage risks from external dependencies (3rd party payment system operators, SWIFT, vendors, PSP partners)
  • Oversee third-party technology risk assessments; ensure contracts include resilience, recovery, and exit provisions
  • Monitor critical vendor health and maintain contingency plans for severe degradation/failure
  • Primary contact for regulatory activity focused on payments technology risk and operational resilience
  • Track emerging regulation (real-time payments, open banking/API initiation, CBDCs, corridor reforms, data localization) and advise on impacts/timelines
  • Prepare/present materials for committee governance and regulators; ensure high-quality, timely regulatory returns/self-assessments
  • Partner closely with Payment’s business, Payments Operations, country and business heads, Internal Audit, and Compliance
  • Represent APAC needs in global policy/framework decisions; translate global standards into executable regional programmes and escalate emerging risks
  • Coordinate with Global Payments Operations/Technology to assess regional impacts of global platform changes and align resilience plans
  • Represent in relevant internal and external forums (e.g., SWIFT user groups, banking association payments groups, ISO 20022 and real-time payments resilience forums)
  • Lead a APAC team of payments-focused technology risk, control, and resilience specialists
  • Build hybrid payments + technology risk capability via targeted hiring, training, and development
  • Manage budget and resource allocation; optimize coverage across countries/CoEs and shared services
  • Lead inclusively across diverse cultures and working styles while maintaining a cohesive mission and standards
  • Anticipate and manage transformation risks e.g. ISO 20022 coexistence, truncation/data quality, downstream screening/recon impacts
  • Address 24x7 real-time payments resilience demands and heightened availability expectations
  • Strengthen payments cyber posture with the regional CISO


To be successful you will need:

  • Bachelor’s in relevant field (IT/Engineering/Risk/Business); Master’s preferred (MBA/MSc)
  • Payments-specific training/certifications (e.g., SWIFT, ISO 20022) advantageous
  • 15+ years in technology risk/IT governance/info security/resilience/technology audit in financial services; 5+ years senior leadership directly in payments technology/operations/infrastructure or payments risk
  • Experience in 2LoD payments tech risk or 1LoD payments tech risk/control; matrix operating model experience essential
  • Payment’s transformation experience preferred (ISO 20022, real-time payments, platform modernization)
  • Deep technology risk expertise (infrastructure, apps, data, cyber, cloud, third-party, change) applied to payments
  • Strong knowledge of payments architectures (processing engines, middleware/queues, SWIFT connectivity, formatting/transformation, sanctions/fraud screening, real-time rails, nostro/recon, liquidity tools, client channels)
  • Understanding of cloud/container/microservices/event-driven and API/open banking patterns in payments; APAC data sovereignty and latency considerations
  • Communicates complex payments tech risks in business terms to executives, links to client service, liquidity, and compliance outcomes
  • Strong influencing/negotiation; builds consensus across business/ops/tech/risk/compliance; credible challenge to senior leaders
  • Strong programme management, judgement under pressure, integrity, and ability to manage ambiguity and time-critical settlement constraints
  • Fluent English required; additional Asian language(s) advantageous
