HR Manager

About the role

Pollon Life Resources Management (HK) Limited is seeking an experienced and hands-on HR Manager to lead the Hong Kong office’s end-to-end HR operations. The role covers recruitment, onboarding, transfers, offboarding, payroll, benefits, legal compliance, talent development, talent review, performance management, and visa processing for mainland-to-HK assignees, as well as managing external third-party vendors (e.g., recruitment agencies, payroll service providers, immigration consultants, and benefits suppliers).

Key Responsibilities

1. Recruitment & Talent Acquisition

Manage full-cycle recruitment for Hong Kong office, including job postings, candidate sourcing, screening, interviewing, offer negotiation, and background checks.

Work with hiring managers to define job requirements and develop effective sourcing strategies.

Build and maintain a talent pipeline for critical roles.

Manage relationships with external recruitment agencies and headhunters to ensure quality and cost-effective hiring.

2. Employee Lifecycle Management (Onboarding, Transfers, Offboarding)

Lead onboarding for new hires: prepare employment contracts, collect personal documents, set up payroll and MPF, conduct new hire orientation, and coordinate with IT/facilities.

Manage internal transfers (including cross-border movements between mainland and Hong Kong) by preparing transfer letters, updating HRIS, and ensuring compliance with local employment laws.

Handle offboarding for resignations, terminations, and retirement: conduct exit interviews, process final payments, manage clearance procedures, and coordinate visa cancellation where applicable.

3. Payroll & Benefits Administration

Manage end-to-end monthly payroll processing, including salary calculation, overtime, leave adjustments, and final payments.

Ensure timely and accurate MPF contributions and filing.

Administer employee insurance programs (medical, life, business travel, etc.), including enrolment, renewal, claims support, and vendor management.

Maintain payroll records and prepare reports for management and audit.

4. Legal Compliance & Employment Law

Ensure full compliance with Hong Kong Employment Ordinance (Cap. 57) , MPF Schemes Ordinance, Inland Revenue Ordinance (tax filing), and other relevant regulations.

Draft and review employment contracts, policy handbooks, and termination letters in accordance with local laws.

Keep abreast of legal changes and advise management on employment risks, disciplinary actions, and dispute resolution.

5. Talent Development & Talent Review

Lead and facilitate annual talent review and succession planning processes.

Design and implement individual development plans (IDPs) for key talents.

Coordinate with headquarters to align local talent programs with corporate L&D strategies.

Analyze talent data and provide workforce planning insights.

6. Performance Management

Implement annual performance management cycle (goal setting, mid-year/year-end reviews, calibration).

Train managers on performance feedback and coaching.

7. Visa & Immigration Support (Mainland-to-HK Assignments)

Manage work visa applications Internal Transfer applications.

Liaise with the Immigration Department or external immigration consultants.

Advise management on visa pathways, processing times, and compliance requirements.

8. External Third-Party Management

Manage and evaluate external vendors including recruitment agencies, payroll service providers, immigration consultants, insurance brokers, and training suppliers.

Negotiate contracts, monitor service levels (SLAs), and ensure cost efficiency and compliance.

Serve as the primary point of contact for third-party escalations and issue resolution.

9. Policy Development & HR Projects

Localize and implement HR policies from headquarters to fit Hong Kong legal and cultural context.

Support HRIS implementation, employee engagement surveys, and ad-hoc projects.

Qualifications

Essential

Education: Bachelor's degree in HR, Business, Law, or related field.

Experience: 5+ years of solid HR generalist experience in Hong Kong, with at least 2 years in a managerial/supervisory role.

Full Lifecycle Management: Proven experience in recruitment, onboarding, transfers, and offboarding.

Payroll & Benefits: Experience in monthly payroll processing, MPF administration, and insurance management.

Legal Knowledge: Strong working knowledge of Hong Kong Employment Ordinance, MPF regulations, tax filing, and immigration rules (including ASMTP for mainland assignees).

Talent Management: Demonstrated experience in talent review, succession planning, and employee development.

Visa Handling: Experience in successfully applying for work visas for mainland employees to Hong Kong.

Third-Party Management: Experience managing external vendors (recruitment agencies, payroll providers, etc.).

Language: Fluent in English and Mandarin (Cantonese is a plus).

Skills: Excellent communication, problem-solving, organizational, and data analysis skills.

Preferred

Experience in biotechnology, pharmaceutical, or manufacturing industries.

Familiarity with HRIS/payroll systems (e.g., SAP, IPL, FlexSystem).

Professional HR certification (e.g., SHRM-CP, CPHR).
