Malaysia Digital Economy Corporation (MDEC) Hiring! Full Time Ecosystem - Citizen Lab Manager in Selangor - Ricebowl

JOB PURPOSE

Designs and manages the citizen-engagement ecosystem for GII — including the Citizen Lab programme (in partnership with PEMANDU and independent NPOs) and the broader rakyat-facing engagement channels feeding the GII problem-statement pipeline.

DUTIES AND RESPONSIBILITIES

• Design the Citizen Lab operating model in partnership with PEMANDU (which provides the framework and methodology).
• Engage independent non-profit organisations across priority sectors — Malaysian Medical Association, NAFAS, MRUA, FMM, REHDA Malaysia — to bring sector-specific community voices into the pipeline.
• Plan and facilitate thematic labs (healthcare, transport, agriculture, SME, housing, digital inclusion); convert citizen pain points into structured GII problem statements (with the Problem Statement & Impact Data Analyst).
• Manage the online citizen-submission channel via *************; ensure inclusive participation from urban, rural, SMEs, youth, women, elderly and vulnerable communities.
• Run hackathons and community events that bring industry and citizen voices into the GII pipeline.

REQUIRED SKILLS

• Design thinking and workshop facilitation.
• Community engagement and NGO/NPO partnership management.
• Stakeholder mapping across grassroots, NGO, industry-body and academic channels.
• Research and synthesis — converting messy citizen feedback into structured problem statements.
• Comfortable working closely with PEMANDU on framework alignment.
