About CSA

Established in 2015, the Cyber Security Agency of Singapore (CSA) seeks to keep Singapore's cyberspace safe and secure to underpin our Nation Security, power a Digital Economy and protect our Digital Way of Life. It maintains an oversight of national cybersecurity functions and works with sector leads to protect Singapore's Critical Information Infrastructure. CSA also engages with various stakeholders to heighten cyber security awareness, build a vibrant cybersecurity ecosystem supported by a robust workforce, pursue international partnerships and drive regional cybersecurity capacity building programmes. What You Will Be Working On

What you will be working on

You will be a key member of the Human Resource division, playing a meaningful and strategic role in shaping CSA's learning culture. As part of the Learning & Development (L&D) team, you will ensure that every learning initiative is purposeful and impactful.

You will plan and manage L&D programmes to meet learning needs at both the organisational and individual staff levels. You will also oversee the nomination process for key learning programmes. This involves carefully identifying the right talents and staff for the right courses, with the aim of achieving meaningful staff engagement, support individual growth and organisational priorities. Beyond programme planning, you will regularly review existing L&D guidelines, frameworks and initiatives to ensure that it remains relevant to meet organisational and staff learning needs.

Looking ahead, you will manage the digitalisation efforts within the L&D team. You will harness technology and data to improve how learning is delivered, tracked, and continuously improved. Your remit will extend beyond L&D — you will also play a pivotal role in driving digital transformation across broader HR functions within the team and these includes HR Policy & Planning, Staff Structure Review etc.

Beyond your core responsibilities, you will also have the opportunity to handle a variety of projects and initiatives to contribute to the overall HR division. Together, we hope to build a future-ready, data-driven HR division that grows alongside CSA's evolving needs.

What We Are Looking For

What we are looking for

  • Degree in Human Resource Management, Business Administration, or a related discipline
  • Minimum 3 to 4 years of relevant HR experience, with a focus on Learning & Development preferred
  • Experience or familiarity in HR digitalisation projects would be a strong advantage
  • Demonstrated ability to engage and work effectively with stakeholders and cross-functional teams
  • Analytical and strategic thinker, with the ability to translate organisational needs into actionable learning solutions
  • Excellent written and verbal communication skills
  • Self-driven, resilient, organised, and able to manage multiple priorities in a dynamic environment
