Project Nature
(T26) Participate in all phases of System Development Life Cycle (SDLC) including system analysis and design (SA&D), system implementation, system and user acceptance testing; perform contractor monitoring, maintenance, progress reporting and other administrative works for outsourced IT projects for Civil Aid Service (CAS).
Duties
The appointed staff is required to work in the following areas:
1. Assist in managing multiple outsourced system development projects.
2. Oversee project progress, manage and monitor outsourced contractors, review and supplement system design, comment and conduct quality assurance on contractor&;#8217;s project deliverables.
3. Elicit detailed user requirements, convert business requirements into technical specifications and evaluate IT products and technologies.
4. Participate and, if necessary, supplement contractor&;#8217;s work in all SDLC phases.
5. Proactively handle and resolve issues raised throughout project life cycle, work independently with departmental users and contractors to come up with solutions.
6. Manage, support and monitor suspicious events of IT security infrastructure including but not limited to end-point / network detection and response system (EDR/NDR), web application firewall (WAF), security information and event management system (SIEM), etc.
7. Assist in compliance activities such as SRAA and PIAA.
8. Provide technical support, problem diagnosis and professional advice, where appropriate.
9. Carry out any other IT related tasks as assigned by the supervisor.

Requirements
2. Hands-on experience in outsourced Internet-facing application development projects, from design, implementation, to testing and deployment.
3. Experience in vetting or delivering project deliverables, such as SA&D reports, system and user testing reports, is required.
4. Knowledge and experience in Government projects that utilize web programming (e.g. Java, node.js, Spring Boot, API design, React/Angular/Vue, MySQL compatible database, etc.), and responsive web design (RWD), is required.
5. Hands-on experience in compliance with government IT policies and guidelines, in particular in IT security (e.g. S17, G3, SRAA, and PIAA) and quality assurance, is required. Experience in handling Tier 2 or Tier 3 systems is preferred.
6. Experience in WCAG, GCIS, DCI, Single Sign-On (SSO) with OSDP, and/or iAM Smart, is preferred.
7. Experience in physical system design and deployment (e.g. infrastructure, cloud architecture, larger-scale database, etc.), is preferred.
8. Overtime and on-call support outside office hours are required, when necessary.
Technical Skills:
. At least 4 years' experience in IT Application Development and Management (ADM);
. At least 4 years' experience in HTML5 (HT5);
. At least 4 years' experience in JavaScript Programming (JAP);
. At least 4 years' experience in JAVA Programming (JAV);
. At least 4 years' experience in MySQL (MSQ);
. At least 4 years' experience in Web Programming (WEB);
. At least 2 years' experience in IT Security (ITS);
. 2 years' experience in EGIS (EGI) is an advantage;
. 2 years' experience in System Implementation and Maintenance/Support (SIM) is an advantage;
. 1 year's experience in Security Risk Assessment and Audit (SAA) is an advantage;
. 1 year's experience in Apache Web Server (AWS) is an advantage;
. 1 year's experience in Linux System Administration (LIN) is an advantage;
. 1 year's experience in JBoss Application Server (JAS) is an advantage.
Non-technical Skills:
. At least 2 years' experience in Business Process Re-engineering (BPE);
. At least 2 years' experience in work with the Government (GOV);
. At least 2 years' experience in IT service/outsourcing management (OUT);
. 2 years' experience in software testing (STM) is an advantage;
. 2 years' experience in managing Government IT standards (ITG) is an advantage;
. 2 years' experience in managing Government projects (MGP) is an advantage;
. 1 year's experience in vendor management (VMG) is an advantage;
. 1 year's experience in site preparation (SPE) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 6 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
