Position is set for CAPEX project cost management to support routine WuXi Biologics TUAS project management

Role and Responsibilities
- Be responsible for overseeing both contract administration and cost management aspects of capital expenditure (CAPEX) projects.
- This role will mainly focus on the post-contract project control works and will require a combination of contract management, quantity surveyor and strong communication skills to ensure that projects are completed in compliance with contractual requirements and within budget.
- Have knowledge of the terms of the Construction Contract and of the design documents (civil, structural, architectural, mechanical, electrical, and systems), specifications, construction documents, and any other pertinent documents or information.
- Ensure all post contract project control (cost control function) works in compliance with contract and owner’s internal requirements.
- During contract execution period, provide cost control and contract works, including but not limited to payment management, change management and claims management (cost) and final account settlement management, in accordance with the project contract strategies and arrangement.
- Lead the third-party QS or cost consultant to implementing the post contract cost control works, eg. the (Cost) Variation and cost claims, progress payment claim, and final account in project implementation.
- Support the team to prepare the various cost reports, cost analysis reports and financial reports (cashflow plans) during project implementation, in accordance with requirements from project team and department GENG.
- prepare various pricing documents (bill of quantities or schedule of rates etc.) in accordance with the tender documents and tender drawings provided, analysis and compare the tender submissions, and assist the team to complete the tender works.
- Other cost control or contract works as required by the project team and GENG, such as provide the support on the updating and maintenance of the project level cost control system/process and requirements, the maintenance of the contract system, the summarizing of cost data, and the input and maintenance of the project management information system, etc.
Education Requirements
Bachelor’s degree or higher in QS, Management Engineering or related field (RICS is preferable).
Working Experience
- 10 – 15 years of experience in cost control (and contract management if any) with full lifecycle experience in large-scale industrial or complex projects (experience in pharmaceutical, chemical, food projects is preferred).
- Work experiences in professional cost consulting (team) firms, and/or employer’s development team (experiences in both are preferred).
Special Knowledge and Skills

- Contract types and commercial awareness: FIDIC/NEC/standard industry forms, measurement of works, retention, variation claims.
- Procurement & invoice validation practices.
- Risk & contingency planning for CAPEX projects.
- Earned Value Management (EVM) and KPI definitions (CPI, SPI).
- Strong accounting knowledge: capitalisation rules, IFRS/GAAP basics and how CAPEX flows to P&L/balance sheet.
- Software/tools: advanced Excel (pivot tables, Power Query), SAP/Oracle (Project Systems/PS), Primavera P6 or MS Project, Power BI/Tableau for dashboards; familiarity with project document systems such as Aconex/Procore is a plus.
