Job Description

Responsibilities

Key Responsibilities

  • Manage the full recruitment cycle for Resident Engineers (REs), Resident Technical Officers (RTOs), and other construction-related personnel, ensuring timely sourcing, interviewing, selection, and deployment to projects.

  • Maintain accurate employee records, personnel files, employment contracts, certifications, and training records in compliance with company policies and statutory requirements.

  • Process monthly payroll, attendance, overtime claims, leave administration, and employee benefits while ensuring accuracy and timely submission.

  • Handle CPF contributions, IRAS annual employment income submissions, and other statutory requirements in compliance with Singapore regulations.

  • Coordinate and process Work Pass applications, renewals, cancellations, and related MOM matters to ensure workforce legality and compliance.

  • Monitor the validity of professional certifications, registrations, and mandatory construction-related qualifications required for REs, RTOs, and project personnel.

  • Maintain office licences, software subscriptions, insurance policies, and administrative records to support uninterrupted business operations.

  • Assist in the preparation and coordination of ISO, BizSafe, and other quality, safety, and compliance audits.

  • Prepare, draft, and manage business correspondence, employment documents, reports, and internal communications.

  • Handle incoming and outgoing correspondence, courier services, and document submissions to clients, authorities, and project stakeholders.

  • Liaise with government agencies such as MOM, CPF Board, IRAS, BCA, and other relevant authorities on employment, compliance, grants, surveys, and claims.

  • Attend to telephone enquiries, visitors, and reception duties, providing professional front-line support to clients, candidates, and employees.

  • Perform other ad-hoc HR and administrative duties as assigned to support the company's operational and business objectives.

Requirements

  • Minimum Diploma in Human Resource Management, Business Administration, or related discipline.

  • At least 2 years of relevant experience in HR, recruitment, payroll, and office administration, preferably within the construction, engineering, or manpower services industry.

  • Familiarity with MOM regulations, CPF submissions, IRAS requirements, and Work Pass administration.

  • Strong knowledge of recruitment and manpower deployment processes for construction and engineering professionals.

  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

  • Good communication, interpersonal, and organizational skills.

  • Ability to work independently, prioritize tasks effectively, and maintain confidentiality of employee information.
