Job Description

Responsibilities

What The Role Is

The Data Office champions the overall HR data strategy for the whole-of-government and PSD. We are responsible for end-to-end solutioning to allow PSD to use data effectively in developing its policies and programmes, as well as to drive adoption and evolution of HR data analytics across the public service.

To achieve this, the team leads initiatives to refresh and refine existing practices and approaches to HR data analytics, encompassing the full spectrum of activities across the data lifecycle, including an enterprise-wide data strategy, governance, analysis, collection, management, engineering, operations and advice.

What You Will Be Working On

The successful candidate will join the Data Engineering team, supporting the maintenance of an existing whole-of-government Public Officer data platform and the development a modernised replacement. This central platform facilitates data exchange between HR systems and downstream applications, consolidating and harmonising data from various sources before distributing it to relevant applications. There are plans to include more analytics or AI features and services in the new version. The new platform is designed to serve a broad range of use cases — from operational data exchange and analytical reporting and intelligence using AI and machine learning applications. Working within an Agile development framework, the role encompasses:

BAU Operations and Enhancements to an Existing Platform

  • Manage day-to-day platform operations, including system monitoring, incident response, and data quality checks across ingestion and processing pipelines
  • Partner with upstream system and downstream owners to investigate and resolve data errors, map harmonisation requirements, and maintain data integrity across the architecture
  • Support system enhancements by reviewing Change Requests and Service Requests, developing UAT plans, and coordinating testing across operational workstreams
  • Review existing workflows and design, develop, and implement automation processes to enhance operational efficiency. Optimize existing automation scripts and Power Automate workflows for routine tasks including data investigations, validation, patching, and operational data processing.
  • Manage audit queries and ensure compliance with relevant governance frameworks and data management standards

Development of a Modernised Data Platform
  • Contribute to the design, development, and maintenance of scalable data pipelines on a new data platform, applying medallion data lakehouse architecture principles to ensure clear data lineage and traceability
  • Translate business and data requirements into clear data specifications and functional designs — covering data models, pipeline logic, and API requirements — to guide developers in building solutions that enable downstream consumers across operational systems, analytical tools, and AI applications to access governed, consumption-ready data. A working understanding of how these technical components function will be an advantage.
  • Support the preparation and design of standardised datasets for consumers’ needs, and contribute to technical design reviews covering schema design, pipeline logic, and data access controls
  • Engage with stakeholders — including business users, data and system engineers, IT vendors, business analysts, and system owners — to capture requirements and translate them into comprehensive data specifications
  • Provide inputs to strategic planning and modernisation initiatives for the platform where relevant

What We Are Looking For

We are looking for self-motivated individuals who value integrity, collaborative teamwork and take pride in going the extra mile to provide excellent service. If you share our passion in shaping Singapore’s future with a first-class Public Service, we welcome you to join us.

An ideal candidate should possess the following:

  • [Thinking Clearly and Making Sound Judgement] Ability to examine complex problems and propose possible solutions, demonstrating good problem solving and root cause identification skills.
  • [Working Effectively with Stakeholders] Strong communications and stakeholder management skills, adept at exploring issues from a user-centric perspective and contributing to a collaborative working environment.
  • [Project Management] Good project management skills to effectively manage project milestones, timeline and drive initiatives.
  • [HR Data Management] Keen interest in HR data management and good understanding of data management and data quality concepts. Familiarity with HR processes will be an added advantage.
  • [Experience in HR Enterprise Systems] Prior experience in enterprise systems in HR (SAP, Oracle, Workday) or knowledge in AWS / Microsoft / Google cloud services will be an added advantage. Applicants with no prior experience are still welcome to apply.
  • [Technical Skills] Proficiency in Python and SQL, with hands-on experience developing data pipelines in a cloud data platform environment.

Successful candidates will be offered a 1-year contract in the first instance.
