The Competent Electrical Engineer (CEE) is responsible for the legal compliance, safety, and technical integrity of all high-voltage (HV) and low-voltage (LV) electrical installations within the RAC rail network. The CEE will act as the authorized person to manage, operate, and certify electrical works, ensuring adherence to the Energy Commission (Suruhanjaya Tenaga - ST) standards and regulations.
Key Responsibilities:
- Oversee all electrical installations in compliance with the requirements of the Energy Commission (Suruhanjaya Tenaga - ST) and applicable regulations.
- Conduct regular site visits (monthly/quarterly in accordance with ST guidelines) to inspect the condition, safety, and operational performance of HV and LV electrical equipment.
- Supervise and provide technical guidance for maintenance works, troubleshooting activities, and other related electrical projects.
- Coordinate and liaise with the Energy Commission (ST) and Tenaga Nasional Berhad (TNB) regarding licensing matters, power supply applications, inspections, and regulatory audits.
- Provide technical input and advisory support for electrical system projects within RAC.
- Attend maintenance and coordination meetings with contractors, operators, and relevant Ministry representatives.
Contractor, Maintenance & Safety Oversight:
- Monitor the implementation of periodic inspections, cleaning, maintenance, testing, and calibration activities carried out by the Contractor.
- Review and verify the replacement or repair of defective components, including consumable items, performed by the Contractor.
- Ensure that the Contractor maintains all electrical installations in good working condition and that they operate safely and reliably at all times.
- Coordinate and ensure that the Contractor appoints and provides competent personnel for the operation and maintenance of the electrical installations in accordance with regulatory requirements.
- Monitor and coordinate the Contractor’s full cooperation during inspections conducted by the Energy Commission (Suruhanjaya Tenaga) or representatives appointed by RAC.
- Ensure that corrective actions are implemented promptly to address any safety non-compliance, defects, or hazards identified during inspections, audits, or maintenance activities.
Requirements:
- Master / Degree in Electrical Engineering recognized by the Board of Engineers Malaysia (BEM).
- Must possess a valid Certificate of Competency as a Competent Electrical Engineer (132kV) issued by the Energy Commission (Suruhanjaya Tenaga).
- 10–15 years of hands-on experience in managing high-voltage substations, power distribution, or railway traction power systems.
- Familiarity with Electricity Supply Act 1990 and Electricity Regulations 1994.
- Strong leadership and technical background.
- Familiarity with Railway & TNB is strong advantage.
- Excellent communication skills, negotiation, and stakeholder management skills.
