Job Description

• Full Time Contract Manager for Singapore Government Process Plant EPC Project

• Drafting contractual letters to Client and Sub-tiers. Guide and liaise with internal team to provide the supporting documents

• Provide inputs, strategized replies, advise management on contractual matter and mitigation.

• Attend internal/ external meetings ensure that contract-related impact and information are assessed and communicated to management and relevant departments with action plans.

• Lead and manage a team of Quantity Surveyor/ Procurement Officer in the administration of the Main Contract, Subcontracts and supply contracts.

• Evaluating, negotiating and executing various contracts including Main Contract V.O. and sub/supply contracts.

• Contract management in delivery phase as an administrator. Maintain proper record and documentation for all contractual claims with client/ project consultant and sub-tiers.

• Involve in sub/supply contract tendering, processing of claims, contract payments and settlement of final accounts

• Review and Resolve commercial/technical ambiguities before award, negotiate favourable pricing and commercial terms, Manage and administer of the procurement contractual agreements, ensure risk mitigation.

• Manage post contract administration, support QS in evaluating variation orders and commercial disputes.

• Support dispute avoidance strategies and assist in mediation, adjudication, arbitration where require. Coordinate with legal counsel when dispute arises.


Requirements

• Conversant of contractual terms and conditions in particular for Engineering, Procurement and Construction Works, and Public Infrastructure Projects

• Hands-on and with comprehensive experience at past in procurement process and supporting (or leading) procurement functions cover strategic sourcing and subcontracting.

• Good knowledge and with experience within the various contracting associated with procurement management.

• Good knowledge and with vast exposure at past with Public Sector Standard Conditions of Contract and Contract Law.

• Good analytical and negotiation skills.

• Good team leader and player.

• At least 8 years working experience and with either Degree in Engineering, Construction Management or Quantity Surveyor, preferably in A1/L6 Main Contractor or EPC Contractor, in project contract administering role.

• Applicants with more than 12 years of relevant experience may be considered for a Senior role.

• With good oral and written command in English and with effective communication skills with all levels and he/she shall be proficient in Microsoft Office Suite including MS Word, Excel and Power Point

• Experience with EPC contracts will be advantageous
