Responsibilities

Role Overview

The Operations Manager will lead the deployment, operational management, and scaling of Sihat Xpress Telehealth Kiosks across rural and urban communities. The role is responsible for ensuring that each kiosk functions as a reliable healthcare access point, integrating teleconsultation services, IoT-enabled diagnostic devices, healthcare providers, and patient support workflows into a seamless care experience.


As the central execution lead, the Operations Manager will work closely with healthcare providers, technology teams, commercial partners, government agencies, and community stakeholders to drive successful site rollouts, operational excellence, service adoption, and sustainable network growth.


This role is ideally suited for a healthcare-oriented operator who combines strong execution capabilities with an understanding of healthcare delivery, primary care, public health, or digital health services. An ideal candidate would be someone who is a doctor and has worked as a GP or Medical Officer. The successful candidate will play a critical role in advancing Sihat Xpress's mission of improving healthcare accessibility through technology-enabled care.


Key Responsibilities


1. Telehealth Kiosk Deployment & Expansion


Lead the planning, coordination, and execution of telehealth kiosk deployments across multiple locations across East & West Malaysia.


  • Develop rollout plans, deployment schedules, and expansion roadmaps.
  • Coordinate site assessments, infrastructure readiness, installation, testing, and go-live activities.
  • Ensure kiosks meet operational, technical, and regulatory requirements prior to launch.
  • Manage deployment partners, vendors, healthcare providers, landlords, and local stakeholders to ensure seamless implementation.
  • Support network expansion while maintaining consistent service and operational standards.


2. Cross-Functional Operations & Stakeholder Management


Serve as the operational bridge between Technology, Healthcare Services, Commercial, Finance, Government Ministries, regulators, and external partners.


  • Align stakeholders around deployment priorities, operational requirements, and business objectives.
  • Coordinate resources and activities across internal and external teams.
  • Facilitate decision-making, issue resolution, and stakeholder communication.
  • Manage key relationships with healthcare providers, government agencies, community partners, and technology vendors.


3. Program Management & Operational Execution


Drive execution of deployment and operational initiatives from planning through implementation.


  • Establish project plans, operating frameworks, and implementation methodologies.
  • Track milestones, dependencies, risks, budgets, and resource requirements.
  • Maintain dashboards and reporting mechanisms to monitor rollout progress and operational performance.
  • Ensure initiatives remain on schedule and aligned with organizational priorities.
  • Support leadership with data-driven operational reporting and insights.


4. Site Operations & Service Excellence


Ensure kiosks operate reliably and deliver a high-quality patient experience.


  • Monitor kiosk uptime, utilization, service quality, and operational KPIs.
  • Coordinate maintenance, troubleshooting, vendor support, and issue escalation.
  • Ensure readiness of IoT devices, teleconsultation services, healthcare workflows, and patient support processes.
  • Identify operational gaps and implement improvements to enhance service delivery and efficiency.


5. Operational Excellence & Scalability


Build the operational foundation required to scale the kiosk network efficiently.


  • Develop and institutionalize SOPs, deployment playbooks, operational manuals, and service standards.
  • Standardize workflows across deployment, maintenance, healthcare operations, and partner management.
  • Establish governance, escalation, and performance management processes.
  • Drive operational discipline through regular reviews, deployment checkpoints, and continuous improvement initiatives.
  • Oversee and maintain robust monitoring and reporting processes, ensuring the timely completion of internal compliance checks, accurate data reporting, and clear communication of operational performance to key stakeholders.


6. Risk Management & Team Leadership


Proactively manage risks while fostering a culture of accountability and execution excellence.


  • Identify and mitigate operational, deployment, regulatory, and stakeholder-related risks.
  • Resolve execution bottlenecks and maintain delivery momentum.
  • Coach and support team members on project execution, operational discipline, and problem-solving.
  • Build operational capabilities that enable sustainable growth and long-term scalability.


Experience & Qualifications


  • Bachelor's degree in Public Health, Medicine, Healthcare Management, Healthcare Administration, Business Administration, Operations Management, or a related field.
  • Background in Public Health, Medicine (GP/Medical Officer), Primary Care, Healthcare Administration, Healthcare Operations, or Digital Health is strongly preferred.
  • 5–7 years of experience in healthcare operations, healthcare program management, service delivery, digital health, business operations, or related operational leadership roles.
  • Experience leading multi-site deployments, healthcare programs, service rollouts, or operational initiatives involving multiple stakeholders.
  • Strong understanding of healthcare delivery models, patient journeys, clinic operations, telehealth services, or community healthcare programs.
  • Proven ability to drive execution across cross-functional teams, external partners, and healthcare stakeholders.
  • Experience engaging healthcare providers, clinics, hospitals, government agencies, community organizations, or healthcare technology partners is highly desirable.
  • Strong project management, planning, stakeholder management, and problem-solving capabilities.
  • Comfortable operating in both strategic and hands-on execution roles, including field-based deployment and operational oversight.
  • Skilled at influencing outcomes and driving accountability without direct reporting authority.
  • Proficient in Microsoft Excel, PowerPoint, and modern project management and workflow tools.
  • Analytical, organized, and data-driven, with the ability to translate operational insights into measurable improvements.
  • Resilient and solutions-oriented, with the ability to thrive in dynamic, high-growth environments.
  • Willingness to travel regularly to deployment sites across rural and urban locations.
