Job Purpose
The Executive, Procurement is responsible for managing end-to-end procurement activities for retail malls and asset management portfolios, covering both technical procurement (M&E, fit-out, and building services) and marketing and advertising related procurement. The role ensures timely, cost-effective, and compliant sourcing while supporting operational efficiency and asset value optimisation.
Responsibilities
Procurement Operations
- Execute end-to-end procurement processes including sourcing, RFQ/RFP, tender coordination, evaluation, negotiation, award, and contract administration.
- Ensure all procurement activities comply with company policies, approval limits, and governance requirements.
Technical Procurement
- Handle procurement for technical works including M&E services, building maintenance, refurbishment, and fit-out projects.
- Review and understand technical scopes, drawings, specifications, and BOQs in collaboration with Engineering and Project teams.
- Coordinate site briefings, technical clarifications, and contractor evaluations.
Marketing & Advertising Procurement
- Manage sourcing and procurement for advertising and marketing services, including agencies, media buying, promotional events, signage, printing, and creative services.
- Support Marketing and Mall Management teams in achieving campaign objectives while ensuring cost efficiency and vendor reliability.
Vendor & Stakeholder Management
- Source, evaluate, and manage vendors, contractors, and service providers.
- Negotiate commercial terms, pricing, and service levels to achieve best value.
- Liaise closely with Engineering, Mall Operations, Marketing, Asset Management, Finance, and Cost & Control teams.
Cost Control & Risk Management
- Work with Cost & Control and Finance teams to ensure budget compliance and cost optimisation.
- Prepare procurement justifications including single-source or limited tender submissions where applicable.
- Monitor vendor performance and support issue resolution to minimise operational and execution risks.
Documentation & Reporting
- Prepare approval papers, award recommendations, contracts, and procurement reports.
- Maintain accurate procurement documentation to support audits and internal reviews.
Qualifications & Experience
Education
Diploma or Bachelor’s Degree in Engineering, Quantity Surveying, Construction Management, Procurement, Business Administration, or related fields.
Experience
- Minimum 2–5 years of relevant experience in procurement, contract administration, or project support roles.
- Exposure to technical works (M&E, fit-out, building services) and marketing or advertising procurement is highly preferred.
- Experience in retail malls, commercial properties, or asset management environments will be an advantage.
