Position Summary:
The Project Logistic Manager is responsible for planning, coordinating, and overseeing all logistics operations tied to specific construction and infrastructure projects. This role serves as the primary interface between the logistics function and project stakeholders, ensuring that materials, equipment, and resources are delivered on time, within budget, and in compliance with project specifications. The ideal candidate must possess solid experience from a construction company environment, with a proven track record in managing complex, multi-vendor project logistics
Key Responsibilities:
1. Project Logistics Planning & Execution
- Develop and implement comprehensive project logistics plans aligned with construction project timelines and milestones.
- Coordinate the movement of heavy equipment, bulk materials, and project cargo from origin to construction sites.
- Manage transportation, warehousing, and last-mile delivery for all project-related materials
- Ensure logistics schedules are integrated into the overall project master schedule (Gantt chart / MS Project).
- Conduct site logistics surveys and prepare logistics layout plans for laydown areas, material staging, and equipment access routes.
2. Vendor & Contractor Management
- Source, evaluate, and manage logistics sub-contractors, freight forwarders, and transport providers.
- Negotiate contracts, rates, and service level agreements (SLAs) with logistics vendors.
- Monitor vendor performance and enforce KPIs related to on-time delivery, cargo integrity, and HSE compliance.
- Manage claims for cargo damage, delays, and logistical disputes.
3. Budget & Cost Control
- Prepare and manage the project logistics budget, including freight, transport, and warehousing costs.
- Track actual spend against approved budget; identify variances and implement corrective actions.
- Prepare cost reports and present logistics cost analysis to senior management and project stakeholders.
- Identify cost-saving opportunities without compromising service quality or safety.
4. Stakeholder Coordination
- Act as the single point of contact for all logistics matters on assigned projects.
- Liaise closely with project managers, procurement teams, engineers, and client representatives.
- Participate in project kick-off meetings, progress meetings, and logistics review sessions.
- Provide regular logistics status reports, dashboards, and briefings to project leadership.
5. Customs, Compliance & Documentation
- Oversee import/export documentation, customs clearance, and trade compliance for project shipments.
- Ensure compliance with Singapore Customs, MOM, and other relevant regulatory requirements.
- Maintain complete and accurate logistics records including delivery orders, manifests, packing lists, and certificates of origin.
- Coordinate permits for oversized/overweight cargo transportation on public roads (SPF, LTA permits).
6. Health, Safety & Environment (HSE)
- Enforce all HSE requirements at logistics hubs, warehouses, and construction site delivery points.
- Ensure lifting, rigging, and heavy haulage operations comply with WSH Act and site safety plans.
- Conduct risk assessments (RA) and method statements (RAMS) for logistics operations.
- Investigate logistics-related incidents and implement preventive measures.
Educational Qualifications
- Bachelor’s Degree in Logistics, Supply Chain Management, Civil Engineering, Construction Management, or a related field.
- Professional certification in logistics or supply chain (e.g., CILT, APICS CSCP, or equivalent) is an added advantage.
- Postgraduate qualifications (Master’s degree or MBA) will be favourably considered.
Work Experience
- Minimum 7 years of total experience in logistics and supply chain management.
- [MANDATORY] At least 5 years of experience within a construction company, EPC contractor, or construction project environment handling project logistics.
- Demonstrated experience managing logistics for large-scale construction projects (e.g., commercial buildings, civil infrastructure, industrial plants, oil & gas facilities).
- Track record of managing project logistics budgets of SGD 1 million or more.
- Experience working in Singapore and/or Southeast Asia project environments is highly preferred.
Technical Skills
- Proficient in logistics management systems (TMS, WMS) and project management tools (MS Project, Primavera P6).
- Strong knowledge of INCOTERMS, import/export regulations, and customs procedures.
- Familiarity with construction materials handling: structural steel, precast elements, MEP equipment, and heavy machinery.
- Experience with heavy lift, abnormal load transport, and marine logistics is an advantage.
- Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
Salary Range: Up to 8,000 SGD
