Job Summary
The Senior HR Executive (HR & Organization Development) plays a critical role in managing full-spectrum HR functions while supporting organizational growth. This role requires a balance of operational execution and strategic thinking to enhance recruitment quality, improve employee retention, and establish structured HR systems and policies across the organization.
Key Responsibilities
Recruitment & Talent Acquisition
- Manage end-to-end recruitment processes across multiple departments
- Improve candidate screening, selection accuracy, and hiring quality
- Conduct interviews and collaborate with Heads of Departments (HODs) on manpower planning
- Build and maintain a strong talent pipeline to support business growth
- Implement structured assessment methods to reduce poor hiring and high turnover
HR Operations & Employee Management
- Oversee full-spectrum HR operations including:
- Onboarding & confirmation processes
- Attendance & leave management
- Payroll coordination
- Employee records & documentation
- Disciplinary matters
- Ensure compliance with company policies and HR best practices
- Support management in performance monitoring and workforce planning
Organizational Development & HR Governance
- Develop, implement, and improve HR SOPs, policies, and internal frameworks
- Establish and enhance KPI systems and performance evaluation processes
- Monitor manpower risks, workforce trends, and turnover rates
- Strengthen organizational structure, accountability, and discipline
- Support management in building a scalable and sustainable HR framework
Employee Relations & Culture Development
- Handle employee communication, engagement, and feedback professionally
- Manage conflict resolution, counselling, and disciplinary cases
- Foster a positive working environment and improve team stability
- Collaborate closely with management and department heads to enhance company culture
HR Reporting & Management Support
- Prepare HR reports including:
- Recruitment reports
- Turnover analysis
- Manpower planning reports
- Provide actionable insights and practical HR recommendations to management
- Support decision-making with data-driven HR analysis
Knowledge and Skill Requirements:
- Bachelor’s Degree in Human Resources, Business Administration, or related field
- Minimum 3 years of HR experience, preferably in SME environments
- Proven experience handling recruitment, employee relations, and HR operations independently
- Strong judgement in hiring, employee assessment, and people management
- Mature, proactive, organized, and able to work in a fast-paced environment
- Ability to balance operational execution with management thinking
- Experience in construction, manufacturing, retail, design & build, or operational industries is an advantage
- Familiar with Malaysian Employment Act and HR practices
