Job Description

Responsibilities

Job Summary:

The Procurement Officer will support EPC project execution by managing end-to-end procurement activities, ensuring timely sourcing, cost efficiency, and compliance with project and contractual requirements.

Job Description

  • Procurement of construction material, equipment, hardware, services, etc for EPC project / tender
  • Liaise with end users to prepare document for Request for Quotation (RFQ) or Open Tender
  • Source potential tenderers/subcontractors and send out invitation for RFQs
  • Coordinate queries and clarifications between tenderers and users during RFQ stage
  • Price comparison and reviewing of compliance sheet
  • Coordinate post-tender interviews between tenderers, construction team, QS team and contracts team.
  • Price and terms negotiation
  • Prepare and process purchase request/ tender recommendation / variation orders/ site instructions
  • Compile and prepare subcontract
  • Assist QS manager and contracts manager with matters relevant to Sub-Contract, Works Order and Purchase Order.
  • Expediting delivery of Goods and Services, Manage supplier delay
  • Assist contracts team in administration of subcontracts
  • Handle payment claim received from vendors, process and issue payment certification
  • Handle commercial issues with vendors
  • Coordination with engineering and site team as well as external vendors
  • Any other adhoc tasks assigned by QS Manager / Contracts Manager

Requirements

  • Diploma or Degree in Mechanical Engineering, Quantity Surveying, Supply Chain Management, Business, or related disciplines.
  • Minimum 3 years of procurement experience in construction or EPC projects.
  • Preferably with experience in water & wastewater or waste-to-energy industries.
  • Knowledge of mechanical works (e.g., fabrication, piping) is an advantage.
  • Strong understanding of procurement processes, purchasing practices, and contract administration.
  • Ability to interpret technical drawings and specifications.
  • Good knowledge of construction materials, equipment, and industry practices.
  • Excellent coordination, negotiation, and communication skills.
  • Proficient in Microsoft Office applications (Excel, Word, PowerPoint).
