The Mission
As the Head of HR & Admin, you will be the architect of the company's people strategy and the
backbone of its operations. You will lead the entire employee lifecycle — from aggressive tech talent acquisition and performance management to maintaining a high-energy office culture and administrative infrastructure. This is a build-from-scratch leadership mandate at a company that has nearly doubled revenue year-on-year and is scaling rapidly across three markets.
Key Responsibilities
1. People Strategy & Leadership
- Develop and execute an HR & Admin strategy aligned to the company's business and growth objectives.
- Act as a trusted advisor to the leadership team on organisational design, succession planning, and change management.
- Lead, mentor, and grow the internal HR and Admin teams.
2. Talent Acquisition
- Oversee recruitment strategies to attract top-tier talent in a competitive tech market.
- Refine the Employer Value Proposition (EVP) to position the company as a top employer in the IT sector.
- Manage relationships with external search partners and technical recruitment platforms.
3. Culture & Employee Experience
- Foster a high-performance culture that balances productivity with employee wellbeing.
- Design and implement engagement initiatives that resonate with a tech-oriented workforce.
- Design and implement talent development programmes aligned with company goals.
4. Compensation, Benefits & Compliance
- Benchmark tech-industry salaries and design competitive compensation packages.
- Ensure 100% compliance with local labour laws and statutory requirements across all jurisdictions.
- Strategise and oversee the annual performance review cycle and OKR/KPI tracking.
5. Administrative & Office Operations
- Oversee facility management, office safety, and vendor management.
- Manage the administrative budget, ensuring cost-effective operations.
- Lead the management of physical/hybrid office spaces and IT asset procurement.
- Assist in managing company secretarial functions by liaising with third parties.
6. Strategic Sourcing & Vendor Management
- Negotiate and manage contracts for hardware, software licenses, and SaaS/Cloud subscriptions.
- Build and maintain a Preferred Vendor List (PVL) for recurring operational needs.
- Track vendor performance and conduct annual reviews to ensure ROI and service quality.
- Create, maintain, and enforce a complete procurement policy and governance framework.
Ideal Candidate Profile
- 12 - 16 years experience, with last 2-3 years in a leadership role
- Builder, not a maintainer. Quality-oriented with strong ownership.
- Direct, transparent, and empathetic. Comfortable across cultures and\levels.
- Situational and agile. Hates red tape for the sake of it.
- Balanced between People and Process, with a commercial and ROI-driven approach.
- Deep exposure to tech hiring, scaling teams from ~100 to 300+, multi-country HR operations.
- Strong grasp of labour laws across Malaysia, Vietnam, and Taiwan.
- Comfortable running admin as an operational function — facilities, vendors, budgets, procurement.
