Responsibilities

General Description

To assist the Hospital Engineer in managing the operation, maintenance, and performance of all hospital building services, utilities, and infrastructure systems.

The Facility Engineer ensures all mechanical, electrical, civil, plumbing, and fire protection systems are operated safely, efficiently, and in compliance with Sarawak regulatory requirements, MSQH standards, and KPJ Healthcare policies.

Job Description

Key Responsibilities

  • Operation & Maintenance
  • Plan, implement, and monitor preventive and corrective maintenance for hospital facilities, including electrical, mechanical, HVAC, plumbing, and fire systems.
  • Supervise Chargeman and Technicians in performing routine maintenance and troubleshooting.
  • Ensure that all work is performed according to hospital safety standards, permit-to-work (PTW) procedures, and infection control requirements.
  • Attend and resolve breakdown issues promptly to minimize disruption to clinical operations.
  • Assist in maintaining up-to-date PPM schedules and asset records in the CMMS system.
  • Contractor & Project Supervision
  • Supervise contractors carrying out PPM, repair, or breakdown works in the hospital.
  • Verify and ensure contractors’ licenses, insurance, CIDB, and EIU documents are valid before work commencement.
  • Monitor and document progress of ongoing renovation, upgrading, and infrastructure projects.
  • Inspect and verify work quality, safety compliance, and as-built documentation.
  • Support the Hospital Engineer in testing, commissioning, and project handover processes.
  • Compliance & Safety
  • Ensure all maintenance activities comply with EIU Sarawak, BOMBA, DOSH, and MOH regulations.
  • Support MSQH, ISO, and internal audit documentation for facility management standards.
  • Conduct facility inspections to identify safety hazards, maintenance issues, and improvement opportunities.
  • Maintain accurate records of statutory inspections, equipment certificates, and system test reports.
  • Promote and implement safe work practices and infection control measures during maintenance activities.
  • Utility & Energy Management
  • Monitor and record energy, water, and gas consumption for reporting and efficiency analysis.
  • Identify energy-saving opportunities and assist in implementing Green Hospital initiatives.
  • Ensure standby power, generator, and UPS systems are regularly tested and maintained.
  • Assist in managing chiller, AHU, and HVAC system performance to maintain hospital comfort and IAQ standards.
  • Administrative & Reporting
  • Prepare and submit weekly (when required) and monthly reports on maintenance activities, breakdowns, and contractor performance.
  • Support the Hospital Engineer in preparing budget proposals, quotations, and technical justifications.
  • Ensure maintenance records, service reports, and inventory data are properly filed and updated.
  • Assist in equipment verification, asset tagging, and service documentation for MSQH and internal audits.
  • Team & Departmental Support
  • Supervise and guide Chargeman and Technicians in their daily assignments.
  • Support the Biomedical team where facility coordination is required (e.g., utility supply, installation support).
  • Attend departmental meetings, safety briefings, and hospital drills.

Act as relief for Hospital Engineer when assigned.

JOB REQUIREMENT

Education

  • Degree in Electrical, Mechanical, Civil or equivalent technical discipline.
  • Minimum 3–5 years’ experience in hospital or healthcare engineering management.
  • Familiar with Sarawak utility regulations (EIU), MOH/MDA requirements, MSQH standards, and ISO 9001/14001/45001 systems.
  • Strong technical knowledge of hospital electrical, mechanical, and biomedical systems.
  • Excellent communication, analytical, and leadership skills.
  • Proficient in using Computerized Maintenance Management Systems (CMMS) and MS Office.
  • Possess or actively pursue the Certified Healthcare Facility Manager (CHFM) certification as required under MSQH accreditation criteria.
