About the Role
We are seeking an experienced Technical Program Manager / Subject Matter Expert (SME) with strong knowledge of semiconductor manufacturing, fab and sub-fab operations, process gases, and abatement technologies, to drive decarbonization initiatives across the semiconductor industry.
The successful candidate will serve as a technical SME within one of SEMI’s global consortium, representing over 100 member companies across the semiconductor value chain. This role requires disciplined execution, hands-on technical leadership, and the ability to lead working groups and collaborate with global stakeholders to advance concrete emissions‑reduction targets.
The ideal candidate is technically rigorous, comfortable operating in a startup-like and matrixed environment, able to wear multiple hats, and motivated to take initiatives from concept through execution.
This position is based in Taiwan and reports in a matrix structure to global business line leaders.
Key Responsibilities
Technical Leadership
- Lead Semiconductor Climate Consortium (SCC) initiatives related to:
- Scope 1 emissions
- Sub-fab energy efficiency
- Semiconductor manufacturing decarbonization
- Serve as technical authority on:
- Process gases
- Abatement technologies
- Fab-level emissions
- Translate real-world fab operations and constraints into practical SCC guidance, tools, and technical roadmaps
Working Group & Program Leadership
- Support and guide working groups focused on Scope 1 emissions, abatement, and fab operations
- Define technical scope, milestones, deliverables, and success metrics
- Support technical design of RFPs and evaluation of solution providers
- Prepare agendas, meeting minutes, action items, and working templates
- Track project timelines, dependencies, and progress across multiple workstreams
- Follow up with consortium members on task-level commitments
Industry & Stakeholder Engagement
- Engage directly with semiconductor fabs, OEMs, and equipment/material suppliers
- Represent SCC in technical forums, steering committees, and industry discussions
- Build trust and credibility with fab operators by communicating in their technical language
Technical Content & Analytics
- Contribute to the development of technical reports, dashboards, and industry benchmarks
- Provide technical input into Scope 1 accounting, measurement, and mitigation strategies
- Ensure all outputs align with:
- GHG Protocol
- SBTi requirements
- Practical semiconductor manufacturing realities
Qualifications
Required Experience & Education
- Bachelor’s degree or above
- Minimum 5 years of relevant work experience
- Strong understanding of semiconductor fab and sub-fab operations
Language Skills
- Fluent English (listening, speaking, reading, writing)
Technical & Professional Skills
- Knowledge of Scope 1 emissions, process gases, and abatement technologies
- Ability to translate complex technical concepts into practical, actionable guidance
- Strong project and program management capabilities
- Experience facilitating meetings and leading working groups
- Excellent technical writing and documentation skills
- Strong cross-functional collaboration and stakeholder engagement abilities
- Ability to manage multiple priorities and parallel workstreams
Additional Information
- Taiwanese citizenship required
- Travel required: up to approximately 3 months per year (accumulated)
- Work schedule: 8 hours per day, 40 hours per week. Flexible working hours, with availability required to collaborate across different time zones based on business needs.
