Key Responsibilities:
1. Bid & Tender Management (Core Function)
- Lead the end-to-end tender lifecycle including qualification, bid strategy, proposal development, submission, and post-bid clarifications
- Translate client requirements into structured solution-based proposals (beyond manpower supply models)
- Coordinate with internal stakeholders (delivery, finance, HR, and operations) to ensure accurate costing, resourcing, and compliance
2. Solution Development & Commercial Structuring
- Develop managed service proposals, SLA-based solutions, and outcome-driven commercial models
- Support the development of rate cards, cost structures, and margin optimization strategies
- Ensure all proposals align with Belandar’s positioning as a managed services and solutions provider
3. Client & Account Development
- Build and maintain strong relationships with key clients including IT service providers, enterprise customers, and government-related vendors
- Identify upselling and cross-selling opportunities within existing accounts
- Collaborate with strategic partners (e.g. DXC, NTT, NEC) to co-develop business opportunities
- Conduct client presentations, capability briefings, and proposal walkthroughs as part of pre-sales engagement
4. Market & Opportunity Analysis
- Identify and assess new business opportunities across IT infrastructure, cloud services, digital workplace, and semiconductor engineering domains
- Monitor tender pipelines and support forecasting, pipeline management, and win strategy planning
5. Costing & Proposal Governance
- Review and validate all cost components across proposal stages (manpower, backfill, tools, overheads, etc.)
- Ensure compliance with tender requirements, contractual obligations, and internal governance standards
- Identify commercial and delivery risks and propose mitigation strategies
Requirements:
- Diploma or Bachelor’s Degree in Business, Information Technology, Engineering, or related field
- 3 - 5 years of experience in bid management, proposal development, IT services sales support, or related roles
- Strong understanding of IT services, managed services, outsourcing, or system integration business models
- Prior experience handling government or large enterprise tenders will be an advantage
- Strong stakeholder management skills with the ability to coordinate across multiple internal teams
- Good commercial acumen, including pricing, margin analysis, and contract understanding
- Excellent written and verbal communication skills
- Strong attention to detail, analytical thinking, and ability to work under tight deadlines
- Familiarity with IT infrastructure (network, server, cloud, cybersecurity) and digital workplace environments
Pay: RM4,000.00 - RM6,000.00 per month
