DUTIES & RESPONSIBILITIES:
1. Tender & Proposal Management
- Manage the overall tendering process from pre-qualification to final submission.
- Analyze tender requirements, technical specifications, drawings, and contract conditions.
- Coordinate with internal departments to obtain necessary technical and
Commercial information.
- Review project costing, pricing strategy, and profit margins before submission.
- Ensure all tender submissions are completed within deadlines and comply with client requirements.
- Attend tender interviews, negotiations, and clarification meetings when required.
2. Procurement Management
- Plan and implement procurement activities for materials, equipment, and subcontractors.
- Source, evaluate, and negotiate with suppliers and subcontractors for competitive pricing.
- Monitor procurement schedules to ensure timely delivery to project sites.
- Establish and maintain a reliable supplier and vendor database.
- Ensure procurement processes comply with company procedures and project budgets.
3. Cost Control & Financial Monitoring
- Develop and monitor project budgets, cost plans, and financial forecasts.
- Analyze project expenditures and monitor cost performance regularly.
- Identify potential cost overruns and recommend corrective actions.
- Prepare monthly cost reports and management reports.
- Monitor project profitability and support management in financial decision-making.
4. Commercial & Contract Administration
- Review contracts, variation orders, claims, and payment certifications.
- Ensure all commercial matters are handled in accordance with contract requirements.
- Manage project claims, disputes, and subcontractor evaluations.
- Assist in minimizing contractual and financial risks to the company.
5. Leadership & Management
- Lead and manage the Tender, Procurement & Cost Control team.
- Set departmental goals, KPIs, and performance standards.
- Provide training and guidance to team members.
- Ensure effective communication and coordination among departments.
JOB REQUIREMENTS:
- Bachelor’s Degree in Quantity Surveying, Civil Engineering,
- Minimum 15 years of working experience in the construction or infrastructure industry.
- Strong experience in tender management, procurement, and project cost control.
- Good understanding of construction contracts and commercial practices.
- Excellent negotiation, leadership, and problem-solving skills.
- Proficient in Microsoft Office, costing software, and ERP systems.
- Able to manage multiple projects simultaneously.
MUST HAVE:
- Experience in infrastructure, roadworks, earthworks, utilities, or civil engineering projects.
- Familiar with government tender procedures.
Pay: RM10,000.00 - RM15,000.00 per month
