Job Purpose
We are seeking an experienced Senior / Design Engineer (Civil & Structural) to support the Tender Department in developing practical, competitive, and buildable engineering solutions. The role requires strong C&S design knowledge, experience working with consultants, and good site exposure to support value engineering, design optimisation, tender proposals, and construction methodology.
Key Responsibilities
- Review and understand project design intent, tender requirements, scope of works, specifications, drawings, and employer’s requirements.
- Study architectural, structural, civil, and M&E drawings to identify design gaps, clashes, risks, and opportunities for optimisation.
- Perform structural analysis, design calculations, and preliminary design checks for reinforced concrete, steel structures, foundations, earth-retaining structures, and other C&S elements.
- Ensure all design proposals comply with relevant codes, standards, authority requirements, project specifications, safety requirements, and buildability considerations.
- Prepare, review, and analyse design submissions, technical proposals, drawings, sketches, calculations, and design reports for tender purposes.
- Work closely with consultants, architects, M&E engineers, quantity surveyors, planners, procurement teams, and construction teams to develop coordinated and cost-effective solutions.
- Lead value engineering studies to optimise structural systems, construction methods, material usage, cost, time, and buildability.
- Provide technical input for tender strategy, construction methodology, alternative design proposals, and risk assessment.
- Identify design-related risks during tender stage and propose practical solutions to improve competitiveness and reduce construction risk.
- Support tender clarification, technical queries, design discussions, and consultant coordination meetings.
- Use engineering software such as STAAD.Pro, SAP2000, ETABS, SAFE, Tekla, Revit, AutoCAD, or equivalent for modelling, analysis, and design review.
- Apply strong understanding of buildability, constructability, temporary works interface, safety-in-design, and site execution requirements.
- Provide guidance and technical support to junior engineers and other tender team members.
- Assist in reviewing subcontractor, specialist, and consultant proposals to ensure technical compliance and cost effectiveness.
- Support post-tender technical clarification and handover of design assumptions to the project execution team when required.
Requirements
- Degree or Master’s Degree in Civil Engineering, Structural Engineering, or related discipline.
- Minimum 6 years of relevant Civil & Structural design experience.
- Experience in a construction company, consultant firm, or design-and-build environment will be an advantage.
- Strong experience in reinforced concrete, steel structure, foundation, and civil infrastructure design.
- Good understanding of Singapore codes, Eurocodes, authority requirements, and common industry standards.
- Prior experience working with consultants to review, challenge, optimise, and improve design solutions.
- Good site experience and strong understanding of construction sequence, temporary works, buildability, and practical site constraints.
- Able to interpret tender drawings, specifications, BOQ, design reports, and employer’s requirements.
- Strong analytical ability with good commercial awareness to balance design quality, cost, time, and construction practicality.
- Proficient in structural design and analysis software such as STAAD.Pro, SAP2000, ETABS, SAFE, Tekla, Revit, AutoCAD, or similar software.
- Able to work under tight tender deadlines and manage multiple priorities effectively.
Key Competencies
- Strong technical judgement and problem-solving ability.
- Proactive, practical, and solutions-driven mindset.
- Strong coordination skills with consultants, internal teams, and external stakeholders.
- Good communication skills, with ability to explain technical matters clearly to both technical and non-technical parties.
- Detail-oriented, quality-driven, and committed to engineering accuracy.
- Strong sense of ownership and accountability.
- Able to identify design risks and propose practical alternatives.
- Good leadership ability to guide junior engineers and support tender team decisions.
- Strategic mindset to develop competitive, buildable, and cost-effective engineering solutions.
Preferred Attributes
- Experience in tender design, design-and-build projects, or alternative design proposals.
- Experience in industrial, commercial, warehouse, institutional, infrastructure, and private or public residential large-scale building projects.
- Familiarity with value engineering, construction methodology, temporary works interface, and authority submission process.
