What The Role Is
The Smart Nation Group – Digital Government (SNDG), administratively managed by the Ministry of Digital Development and Information (MDDI), is at the forefront of the Singapore Government’s digital transformation. We shape and implement strategies and policies to achieve our vision of a Digital Government that is Digital to the core and serves with heart. This includes building long-term digital capabilities for the public sector, driving innovation across Government agencies, and ensuring digital services are user-centric, secure and resilient.
The Workforce Policies and Practices (WPP) team oversees the HR policies and practices aimed at enhancing the career proposition for the workforce in the Government Information and Communications Technology & Smart Systems (ICT&SS) sector, to enable the Government to attract and retain a fair share of the digital tech workforce, so as to drive effective digitalisation across the Public Service.
What You Will Be Working On
Your portfolio will be focused on Total Rewards for the Government ICT&SS sector. Working closely with and through agencies with a sizeable tech workforce, you will ensure that our centrally governed frameworks, policies and practices for the tech workforce-at-large remain current, relevant and market competitive. In particular, you will be responsible for the following key areas:
- Developing and reviewing centrally managed compensation levers for the Government ICT&SS sector, including the design and oversight of compensation mechanisms as well as competency standards to guide agencies’ hiring decisions and uplifting of competency standards;
- Oversight of salary benchmarking for Government ICT&SS sector to ensure our tech workforce’s remuneration remains competitive.
What We Are Looking For
We are in search of motivated individuals who possess the following skillsets and traits:
Experience and Competencies:
- Minimally 5 – 8 years of HR experience, preferably with some background in managing and reviewing total rewards
- Basic appreciation of digital technologies is necessary; prior experience in the tech industry and/or higher level of know-how in digital technologies and its application to the Public Service will be advantageous
- Proficient in Microsoft Excel
- [Business Acumen] Demonstrate keenness and quickness in understanding the organisation’s as well as Government ICT&SS sector’s business context, drivers, opportunities, and risks.
- [Sense-making and Data Analytics] Possess the ability to make data-driven recommendations. This entails the ability to perform data analysis using appropriate tools and techniques to obtain and present insights.
- [Communications and Engagement] Good writing, communication and interpersonal skills to engage a wide spectrum of external and internal stakeholders, including multi-agency and inter-departmental teams.
