Job Description

Responsibilities

Human Resource Management

  • Oversee and manage the complete Human Resource Department operations.
  • Develop and implement HR policies, procedures, and best practices.
  • Ensure HR compliance with local labor laws, company regulations, and statutory requirements.
  • Maintain and update employee records, HR systems, and confidential documentation.
  • Advise management on HR strategies, workforce planning, and organizational development.

Recruitment & Talent Acquisition

  • Manage end-to-end recruitment processes including sourcing, interviewing, onboarding, and retention.
  • Coordinate manpower planning with department heads based on operational requirements.
  • Manage job advertisements, recruitment agencies, and hiring platforms.
  • Conduct orientation and onboarding programs for new employees.
  • Develop strategies to attract and retain skilled talent.

Payroll & Compensation

  • Oversee monthly payroll processing and ensure timely salary payments.
  • Manage employee benefits, overtime calculations, incentives, claims, and leave administration.
  • Ensure accurate CPF/statutory contributions, tax submissions, and payroll compliance.
  • Coordinate with finance departments on payroll reconciliation and reporting.

Employee Relations & Grievances

  • Handle employee grievances, disciplinary matters, counseling, and conflict resolution professionally.
  • Foster a positive workplace culture and maintain employee engagement.
  • Conduct investigations and prepare reports for disciplinary or misconduct cases.
  • Support management in employee communication and industrial relations matters.

Performance & Training Management

  • Develop and implement performance appraisal systems and KPI tracking.
  • Identify training needs and coordinate staff development programs.
  • Monitor employee performance and support career development initiatives.

HR Budgeting & Department Costing

  • Prepare and manage HR departmental budgets and manpower costing.
  • Monitor recruitment costs, payroll expenses, training budgets, and HR operational expenditures.
  • Provide management with monthly HR reports, headcount analysis, and cost projections.
  • Support financial planning through workforce analysis and budgeting recommendations.

Compliance & Administration

  • Ensure compliance with employment laws, workplace safety regulations, and company SOPs.
  • Manage work pass applications, renewals, and government-related HR submissions where applicable.
  • Maintain proper documentation for audits, inspections, and internal reviews.
  • Coordinate employee insurance, medical claims, and welfare programs.
