The Singapore Manual & Mercantile Workers’ Union (SMMWU) was established in 1959 and represents white-collar workers in the private sector, particularly in commerce and service sectors. Initially formed to represent both industrial and clerical employees, SMMWU transitioned to focus on white-collar workers with the establishment of a sister union for industrial workers. As the largest union affiliated with the National Trades Union Congress (NTUC), SMMWU is committed to supporting the interests and rights of its members in Singapore, fostering a collaborative and inclusive labor environment.
Role Description
The Partnership Development Officer plays a key strategic role in driving membership value, strengthening employer partnerships, enhancing union branding, and supporting data-driven membership engagement. The role requires strong collaboration across external partners and internal departments to achieve union growth, retention, and relevance.

Key Responsibilities
1. Employer & Corporate Partnership Development
* Build and maintain strong relationships with companies across sectors
* Negotiate and secure exclusive privileges, benefits, and value-adds for union members
* Identify new partnership opportunities that enhance membership attractiveness
* Work with employers to co-create win-win workplace and employee engagement initiatives
2. Internal Stakeholder Collaboration (Member Retention & Growth)
* Work closely with internal departments (membership, industrial relations, communications, etc.)
* Align initiatives to improve member retention and engagement outcomes
* Support cross-functional projects aimed at strengthening member value proposition
* Contribute to strategy execution for membership growth and renewal campaigns
3. Branding & Social Media Engagement
* Collaborate with communications and social media teams to strengthen union branding
* Develop content and campaigns that promote union benefits and success stories
* Enhance visibility of partnerships and member privileges across digital platforms
* Support storytelling that reinforces the union’s relevance to workers and industries
4. Data Analytics & Member Segmentation
* Analyse membership data to identify trends, behaviours, and needs across segments
* Develop targeted engagement strategies for different member groups (e.g. PMETs, R&F, younger workers, platform workers)
* Support data-driven decision-making for benefits, outreach, and retention strategies
* Maintain and improve data quality for reporting and strategic planning
5. Strategic Reporting & Governance
* Provide regular updates and strategic reports directly to the Director-General
* Present insights, partnership outcomes, and membership impact analysis
* Support leadership decision-making through clear, evidence-based reporting
* Ensure alignment of initiatives with overall union strategy and national tripartite priorities
