Responsibilities
1.Job Description
1. Establishing, implementing and optimizing the Quality Management System (QMS), we ensure process compliance, outcome stability and risk controllability throughout the entire project lifecycle (from design and construction to acceptance and delivery), ultimately ensuring that project quality meets industry standards, regulatory requirements and customer expectations.
2. Design of the engineering Quality management (QMS) framework based on the specification and standards, formulate quality policies, process documents and working instructions (SOP) that are suitable for the engineering project and clarify the quality for each link
3. System implementation and supervision formulate the implementation of the system within the project department, construction teams and the subcontractors ensuring that everyone from project managers to front line workers understand and comply with quality requirement. Conduct regular internal audits of the system to identify system vulnerabilities and promote recertification.
4. Reviewing the quality clauses in the bidding document, clarify the quality requirements for subcontractors and suppliers (e.g construction units must have corresponding qualifications, and material suppliers must provide factory inspection reports) and screen qualified parties from the source.
5. Key process control: conduct inspection and supervision of concealed works (such as foundation treatment and pre-buried pipelines) and high-risk processes (such as high-altitude operation and welding) to ensure that the construction process complies with the specification and contract requirements.
6. Control the quality of materials and equipment: establish a material acceptance process, require suppliers to provide certificates and test reports and prevent unqualified materials from entering the site.
7. Process inspection and acceptance: organize the quality acceptance of the project, witness the system testing and system debugging and judge whether it is qualified by comparing with the standards. Issue a “rectification notice” for unqualified items, and track the rectification result until they pass the re-inspection. -
8. Completion acceptance and delivery stage: lead the overall acceptance of the project completion quality, coordinate the management unit to jointly verify the project quality, and ensure that it meets the acceptance specifications and contract requirements.
9. Organize and archive a full set of quality information (such as construction records, inspection reports and acceptance minutes) to ensure the traceability of project quality: assist in resolving quality issues reported by customer after delivery, formulate rectification plan and verify the results
10. Risk investigation and assessment: regularly conduct risk investigation, establish a risk list, and assesses the probability of risk occurrence and the extend of its impact. Develop specific prevention and control plans for major risk
11. Collaboration and management of project quality stakeholders: coordinate with internal departments, subcontractors, suppliers, RE/RTO. Owners and other relevant responsible parties to promote good and orderly project management
12. Cooperate with THE COMPANY to obtain RI/TOP/LEED/Green Mark and other related permits for on-site witnessing and inspection
13. Assist the quality team in weekly quality inspections and other quality management tasks, provide defect list and defect improvement tracking and confirmation. Provide weekly QAM reports
