about the job:

As the Historical Data Migration Architect, you will serve as the strategic lead for the end-to-end data journey from legacy environments to Oracle HCM Cloud. This is a high-impact role requiring a blend of technical architecture and senior stakeholder management. Your key responsibilities are:

  • Owning the end-to-end migration strategy, including governance frameworks (RACI), cutover protocols, and data retention/archiving policies.
  • Designing robust source-to-target mappings and ETL logic for complex HCM objects, specifically focusing on Payroll Balances and assignment history.
  • Managing a team of developers to execute iterative mock cycles using Oracle tools (HDL, HSDL) and ensuring alignment with Oracle's best practices.
  • Developing the Migration Project Plan (MPP), tracking KPIs, managing the migration risk register, and facilitating formal business sign-offs.
  • Ensuring all data handling adheres to GDPR and local public sector data security standards while maintaining a rigorous audit trail for data reconciliation.

skills and experience required:

  • Proven track record leading the migration workstream for at least three full-lifecycle Oracle HCM Cloud implementations.
  • Direct experience in migrating payroll balances (YTD/PTD) and managing parallel run data requirements.
  • At least one prior engagement within a Public Sector or Government context, with a solid understanding of complex workforce structures (e.g., grade progression, civil service pay bands).
  • Mastery of Oracle data loading tools (HDL/HSDL) and a strong command of data cleansing and reconciliation methodologies.
  • Ability to act as the primary point of contact for C-suite stakeholders (CIO, HR Directors) and external vendors.
  • Approximately 12-15 years of professional experience in HR IT consulting or Data Migration delivery.
  • A Bachelor's degree in Computer Science, Information Systems, HR, or a related field. Relevant certifications in Project Management or Data Management are highly regarded.
