Job Description

The Programme Executive, Certification (Skilled Trades) will support the development and implementation of the certification framework under the Skilled Trade Enabling Programme. The role will focus on certification criteria, application processes, assessment readiness, renewal requirements, and the development of a digital registry portal to support programme administration.

The candidate will work with internal teams, industry stakeholders, government agencies, technical committees, and appointed vendors to ensure the certification process is structured, and operationally effective.

Key Responsibilities

  1. Certification Framework Development

a) Support the development of certification criteria, eligibility requirements, assessment requirements, and renewal conditions.
b) Assist in drafting certification guidelines, application requirements, checklists, and supporting templates.
c) Help ensure that certification requirements are aligned with the objectives of the Skilled Trade Enabling Programme.

2. Certification Process and Workflow

a) Develop and document certification processes, including application, review, assessment, approval, renewal, and appeals workflows.
b) Support the design of internal standard operating procedures for certification administration.
c) Maintain proper records of certification applications, approvals, renewals, and related documentation

3. Firm Certification and Audit Readiness

a) Support the development of firm-level certification audit criteria and audit readiness requirements.
b) Assist companies in understanding certification requirements and preparing the required documentation.
c) Coordinate audit schedules, documentation reviews, meeting notes, and follow-up actions.

4. Digital Registry Portal Development

a) Support the development and implementation of the programme’s digital registry portal.
b) Coordinate with appointed vendors, internal users, and stakeholders on portal requirements, user workflows, data fields, and testing.
c) Assist in user acceptance testing, issue tracking, and system improvement feedback.
d) Ensure portal workflows support certification tracking, renewal reminders, reporting, and registry management.

Requirements

  • Diploma or Degree in Business Administration, Engineering, Built Environment, Quality Management, Project Management, or related disciplines.
  • Good analytical and documentation skills.
  • Able to develop clear workflows, checklists, and process documents.
  • Organised and meticulous, with strong attention to detail.
  • Comfortable coordinating with companies, auditors, vendors, and government stakeholders.
  • Proficient in Microsoft Office, especially Word, Excel, and PowerPoint.
  • Experience in certification, audit administration, quality management, accreditation, or digital system implementation will be an advantage.
