A leading financial services and digital ecosystem organization is seeking an experienced Head of Government Relations to lead and institutionalize engagement with government ministries, departments, agencies, and statutory bodies.


The role is responsible for advancing the organization’s strategic, commercial, and ecosystem objectives through structured government engagement and partnerships. This position is highly outcome-driven and business-led, focused on unlocking collaboration opportunities, national programs, access pathways, and execution partnerships with government stakeholders.


Key areas of focus include financial inclusion, digitalisation initiatives, payments, cooperatives, and consumer and small business financing. A significant component of the role involves engagement with the cooperative ecosystem, including national cooperative bodies, federations, and member cooperatives, as well as ministries and regulators overseeing the cooperative movement.


KEY RESPONSIBILITIES:

Government Engagement & Advocacy

  • Serve as the primary senior interface between the organization and federal ministries, government departments, agencies, and statutory bodies.
  • Proactively identify and advance collaboration opportunities aligned with the organization’s strategic priorities.
  • Position the organization as a trusted execution partner for government-led initiatives.
  • Represent the organization in high-level meetings, task forces, and joint initiatives.


Cooperative Ecosystem Engagement

  • Lead engagement with national cooperative apex bodies and the broader cooperative movement.
  • Build relationships with cooperatives, federations, and sector leaders.
  • Engage ministries, regulators, and agencies responsible for cooperative development and oversight.
  • Translate cooperative and government priorities into executable commercial and ecosystem initiatives.


Strategic Business Development with Government

  • Identify relevant government programs, mandates, and initiatives aligned with the organization’s capabilities.
  • Drive engagements from relationship development through to execution and delivery.
  • Coordinate internally to ensure commitments to government stakeholders are fulfilled.
  • Track outcomes and ensure measurable business and ecosystem impact.


Stakeholder & Network Management

  • Build and maintain strong relationships with senior civil servants, policymakers, and regulatory stakeholders.
  • Advise internal leadership on government dynamics, sensitivities, and stakeholder considerations.
  • Proactively manage issues and help resolve policy, regulatory, or operational obstacles.
  • Execution & Delivery
  • Operate with a strong bias towards speed, execution, and tangible outcomes.
  • Ensure engagements are structured, prioritized, and results-oriented.
  • Provide regular updates and insights to senior leadership on engagement progress and outcomes.


KEY RESULT AREAS:

Government & Regulatory Engagement

  • Maintain strategic relationships with key ministries, regulators, and agencies.
  • Establish a regular engagement cadence with priority stakeholders including meetings, briefings, and forums.
  • Build trusted advisor status with regulators and policymakers on industry matters.


Policy & Legislative Advocacy

  • Influence public policy outcomes aligned with organizational and industry strategy.
  • Support measurable policy outcomes that enable business growth and sector development.


Regulatory Risk Management & Compliance Support

  • Anticipate and mitigate regulatory and political risks.
  • Support scenario planning for potential regulatory or policy developments.


Strategic Advisory to Leadership

  • Provide insights that enable informed decision-making at Board and Executive levels.
  • Deliver actionable recommendations aligned with business priorities.


EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Business, Management, Public Policy, Economics, or a related field. An MBA or relevant postgraduate qualification is preferred.
  • 15–20+ years of experience in government relations, public sector engagement, or government-linked business development roles.
  • Prior experience working within a government ministry, department, or agency is strongly preferred.
  • Experience engaging with the cooperative sector or institutions overseeing cooperatives is considered a strong advantage.

  • Demonstrated ability to engage senior officials, regulators, and influential stakeholders.
  • Excellent communication, negotiation, and stakeholder management skills.
