Hong Kong Interbank Clearing Limited
Hong Kong Interbank Clearing Limited (hereinafter referred to as “the Company”) is a private organization jointly owned by the Hong Kong Monetary Authority (HKMA) and The Hong Kong Association of Banks. The Company’s key objective is to develop and operate a safe and efficient multi-currency and multi-dimensional financial infrastructure in Hong Kong for:

large-value interbank fund transfers denominated in HKD, USD, Euro and RMB;

interbank money settlement of equity and debt securities transactions in Hong Kong via the linkages with the Hong Kong Securities Clearing Company Limited and the HKMA’s Central Moneymarkets Unit (CMU) system;

small-value interbank fund transfers denominated in HKD and RMB via the HKD and RMB Faster Payment System; and

interbank clearing and/or money settlement of retail payments, such as paper cheques, autocredits, credit card payments, etc. in Hong Kong.
The Company is also the operator of the HKMA’s CMU system.
Apart from interbank clearing-and-settlement services, the Company and its subsidiaries also support the HKMA and the financial industry to foster the development of the financial technology (“FinTech”) ecosystem in Hong Kong.
We are looking for a suitable candidate to take up the following job position.
Manager (Human Resources) – Staff Development and Training
Major Responsibilities

Develop and execute annual training calendars, leadership development programs, and technical/skills-based workshops tailored to organizational needs

Conduct skills gap assessments, performance reviews, and stakeholder consultations to identify development priorities across departments/divisions

Design and facilitate leadership competency frameworks, people manager coaching programs, and succession planning initiatives

Collaborate with business leaders to embed training outcomes into performance management, promotions, and career progression frameworks

Ensure training programs align with regulatory requirements and organizational values while promoting conduct and behavioural excellence

Measure training effectiveness, feedback mechanisms, and business impact metrics for continuously programs improvement based on data-driven insights

Oversee HRIS projects, including system implementation, enhancements, and process automation
Requirements

University education preferably majoring in human resources management, organizational development, psychology, communications or related disciplines

At least 10 years of relevant experience preferably gained from financial institutions, of which at least 5 years at managerial position in learning & development, training management or talent development

Hands-on experience in conducting training needs analysis, competency framework design, change leadership training and HRIS implementation

Strategic thinker with excellent stakeholder management, program execution, and cross-functional collaboration skills

Passionate about people development, data-driven decision-maker, strong communicator, and adaptable to fast-paced environments

Good command of written and spoken English, proficiency in Putonghua is an advantage
