Job Description

Requirements

Education

  • Diploma / Bachelor’s Degree in Quantity Surveying, Construction Management, or a related field

Experience

  • Minimum 2–5 years of relevant experience in construction or engineering projects

  • Experience in cost control, contract administration, and tendering

Skills & Competencies

  • Strong numerical, analytical, and negotiation skills

  • Good understanding of construction contracts and cost control methodologies

  • Proficient in Microsoft Excel and industry‑related software (e.g. CostX, PlanSwift, AutoCAD – advantage)

  • Strong communication and reporting skills

  • Ability to work independently and manage multiple projects

  • Preferred Language(s): Bahasa Malaysia, English, Mandarin (as candidate needs to communicate with Mandarin speaking clients)

Professional Membership (Preferred)

  • Member or registered with a recognized professional body (e.g. BQSM, RICS, AIQS)

Work Environment

  • Combination of office‑based work and site visits

  • May require occasional travel to project sites

Responsibilities

Cost Management & Estimation

  • Prepare accurate cost estimates, budgets, and bills of quantities

  • Conduct feasibility studies and cost planning at various project stages

  • Monitor project costs and cash flow throughout the project lifecycle

Contract & Procurement

  • Prepare and review tender documents, contracts, and procurement strategies

  • Evaluate tenders and recommend contractor or supplier selection

  • Administer contracts, including variations, claims, and extensions of time

Project Monitoring & Reporting

  • Track cost performance against approved budgets

  • Prepare interim valuations, progress claims, and final accounts

  • Provide regular cost reports and financial forecasts to stakeholders

Risk & Value Management

  • Identify cost risks and propose mitigation measures

  • Perform value engineering to achieve optimal cost-to-value outcomes

  • Ensure compliance with contractual, legal, and regulatory requirements

Collaboration & Stakeholder Engagement

  • Work closely with project managers, engineers, architects, and contractors

  • Attend site meetings and conduct site valuations as required

  • Provide commercial advice throughout the project duration
